Oregon must have sufficient Highway Fun.ia to match Federal apportion­
ments or Oregon cannot get the benefit of Federal money for Oregon Road.
Increasing this constitutional limit is a neeeeeity. Unlei* limit » increased
either state roads cannot be completed for many, many yearn, or must be finished
by direet property taxation. This measure averts direct property tax for statd
highways and makes early completion poesible. Let's get the roads built now. *
