Welfare Costs for December in
County Lists Total of $37,258
Roy K. Smith, administrator for
the Columbia County Public Welfare
Commission reports the following ex­
penditures for the month ending De­
cember 31: General assistance, $2,-
6031.31; foster care. $2,424.73; old age
assistance, $8178.45; aid to dependent
children. $11,755.53; aid to the blind,
$414.49; aid to the disabled, $4,796.01;
Kerr Mills program, $7,085.61; total
expenditures. $37,258.13.
Of the above expenditures, $11,-
452.38 was from state funds; $20.-
897.60 from federal funds, and $4,-
908.15 from county funds.
Child welfare workers gave ser­
vice to 98 children in the county, in­
cluding 54 in foster homes and one
in an adoptive home There are 33
certified foster homes in use at this
time.
Thirteen men with families are
working out (heir need for welfare
assistance on the community work
and training program under the coun­
ty road department supervision.
In Columbia county of the 2,944
persons eligible for the surplus food
program 1,798 persons made use of
this service.
Several personnel changes have
taken place within the welfare de­
partment.

Grace E. Elliott of Astoria who at­
tended Pacific University and re­
ceived her degree from Portland
State College. Before coming to St.
Helens, Miss Elliott spent six months
in Australia as a n International
Farm Youth Exchange student dur­
ing 1963 and 1964. She then toured
Oregon for several months speaking
to various civic organizations. Miss
Elliott replaces Mrs. Hawkins who
recently transferred to the child wel­
fare department.
Also added to the staff is Mrs. Ri­
chard W. Hamilton, a St. Helens resi­
dent. who graduated from the Uni­
versity of Oregon and worked for the
