Serial numbered coupons cut down black market diversion by giving a permanent identity to every coupon, Janney pointed out so that stolen coupons can be i- dentified as stolen wherever they turn iL’p. The strip form of the new coupons makes tailoring un necessary and eliminates possi bility that loose, tailored coupons may be lost or stolen before they can be voided or destroyed, he raid. Serially numbered coupons are also much more difficult to counterfeit than the old type- so much so that no counterfeits have been discovered among them so far. Endorsement of state and li cense number on every coupon is still required as it proves the on ly way to trace source of illegal coupons after they have been ex changed for gasoline, Janney em phasized.
