TILLAMOOK HEADLIGHT. MAY 33. 1918. T IS TOUGH ON IDLE RICH. As Well as Town Bums and the Loafing Class. If all the idle men in the state will join hands with the Farm Help Spec ialist, the crops will be harvested. The city council of Tillamook has taken steps to help see that this is done. Men not engaged in some use ful occupation will be in a very em- barassing position, if they don’t get busy pretty suddenly, for a compul sory labor act was passed at the council meeting Monday night. O. K. Baldwin, Asst, to J. W. Brewer, Farm Help Specialist for Oregon, present ed the ordinance to the council, who passed it without a dissentinig vote. If you haven’t yet a job get one and show us you are a real 100 per cent American. If you get your own job it will pay wages, but if the city or county has to furnish the job there won’t be much pay but plenty of work on streets and roads with some war bread and plenty of water for the labor slacker. It shall be unlawful for any male person in Tillamook City, who is phy sically fit to perform some useful ser vice, to remain idle during the period of the war, and all such persons shall, during such period, be habitually and regularly engaged in some lawful, useful and recognized business, pro fession, occupation, trade or employ ment for at least thirty-six hours per week, and any person refusing to be so employed shall be deemed guilty of a violation of this ordinance and shall upon conviction thereof befoft the Recorder, be punished by a fine not exceeding $100, or by imprison ment in the City Jail for a period not exceeding 90 days, or by both such fine and imprisonment. In no case shall the possession by the accused of money, property or income sufficient to support himself and those regular ly dependent upon him be a defense to any prosecution under this ordi nance. In no case shall the claim by the accused of nis inability to obtain work or employment be a defense to a presecution hereunder, unless it shall be proved that he promptly notified the City Recorder of his inability to obtain employment and requested that employment be found for him and that such employment was not furnished him, and shall hold a certi ficate from the Recorder that such application has been made. It shall be the duty of the Recorder whenever any person shall inform him of his inability to obtain employ ment as aforesaid, to register forth with the name of such person in a book to be kept by him for that pur pose, together with his address, age and any other information he may deem necessary; the recorder shall thereupon assign, or cause to be as signed and, if necessary, reassign or ..Cause to be reassigned, cuch person to such occupations as aforesaid car ried on by the City, by the State or any county or municipality thereof, or by private employers, engaged in agricultural, industrial or other occu- pati >ns of the character above men tioned, and who will accept the ser vices ofi such persen; provided, that no person shall be required to work l’í under this ordinance any greater juumber of hours per day than law fully constitutes a day’s work in the occupation in which such person is required to engage. In the event of the Recorder being unable to procure employment for such persons apply ing as aforesaid, he shall so certify to such person in writing. All persons required to work under this ordinance shall receive compen sation of not less than the wage or salary pa;d to others engaged in the same nature of work to which each such person is assigned. If any such person is assigned to work, the com pensation of such person shall be paid by the person, corporation, municipal ity, county, or the department, board or commission of the state, accepting the services of such person, the com pensation to be paid by any depart ment, board or commise’on of the State to be paid out of the appropria tion made to it by the State. Any person failing or refusing to do, or to continue to do, the work as signed to him, in the meanwhiU, has not become regularly or continuously employed in some lawful, useful and recognized business, occupation, trade profession or employment as afore said, shall be guilty of a violation of this ordinance and upon conviction ! thereof shall be punished by a fine of. not more than o'.ic hundred dollars I or by imprisonment in the City Jail for a term not exceeding three months, or by both such fine and im prisonment. In assigning anyone to work the Recorder shall take into consideration physical conditions of the person as signed and any other appropriate cir cumstances of such person. It shall be the duty of the Marshal to seek and to continue to seek dili gently the names and places of resi dence of able-bodied male persons within the city not regularly or con tinuously employed as herein required. The provisions of this ordinance shall not apply to persons temporarily unemployed by reasons of differences with their employers, nor to bona fide students during the school term, nor to persons fitting themselves 10 engage in trade industrial pursuits.
