LEACH, His Sterliug Record. or The H eadlight man has taken little part in the primary nominating election, as it is an election “of the people, by the people, and for the people,’’ nor has he indulged in any personalities and mud slinging, the same as some of the can didates and newspapers of the county did. But there is one thing he wishes to call attention to, and that is to the effort to boost a “Putty Man’’ for a “Puttv County Judge.” And to prove Jwhat he wants to make plain, he will have to republish that famous contract which County fudge Conder unwittingly signed and which saddled an extra expense, or “graft” if you prefer to call it by that name, upon the county for doing the work for which District Attorney McNary and Sheriff Woolfe arc drawing salaries. There was no necessity to emply some body else to do these officers work, and in that way put the county to ext»-a ex pense, which will ultimately come out of the pockets of the taxpayers Read the famous contract, Here it is : “It is hereby agreed by and I etween Tillamook County, Oregon, and the law firm ot Handley & Thaver, shall as attor neys for Tillamook County, Oregon, im mediately commence to enforce by all necessary and practicable legal process nil claims which the said county has against anyone bv reason ot the delin quency of H II. Aiderman, late sheriff and exoffiicio tax collector of said coun ty, and by reason of any illegal compro mise ol taxes heretofore made with any one, and by reason of any other delin quency on the part of imy person liable to the said county on any account and anall diligently prosecute the same to a determination ; “Provided no suit or action in the courts shall be instituted without the sanction ot the County Judge ol county, and the said Handley & Thaver shall receive as compromise for services, five per cent of delinquency of said H. H. Alderman, secured by tax col lector's bonds it the same is made with out legal process, it with legal process 10 per cent thereon ; “Twenty-five per eent of all sums made oil account of the aforesaid sheriff and tax collector’s delinquency, in excess of the aforesaid $1,600; and 40 per cent on till sums made on anv < ther claim due the s iid eounty ; a retainer of $100 to be paid on the execution ot this contract. “Executed in duplicate. •Witness our hands this 7th day of September, 1904 ’ l ii.i-AMooK C ounty , O regon , “By W.W < oniier , (?ountv Judge. “H andley & T hayer ” Neither Commissioner Bodvtelt nor Commissioner Loe r pa be I saw or read this contract until it was published in the Headlight, and this came about as the result of Handley & Thayer sending out duns to those who were delinquent with their taxes, nnd in answer to an inquiry as to their authority ami power to run the sheriff *s office, wc published the above contract. Just refer to another specification in the contract. It is this ; “Provided no Nuit or action in the courts shall be insti. tilted without the sanction of the county judge of said county.” This means that Judge Conder was the “whole thing,” ! hate the “whole say,” and that Com missioners Bodyfelt and Loerpabel have “no say,” simply shut out from having “anv say,” in the matter, yet they arc members ol the county court. But the fiinnv part ot the business is that in the three foolish suits which were brought against Mrs. Alderman ami the still more foolish suit which was brought against Homer Mason, nil of which the county lost and had to pav the costs ot the suits, the commissioners have to allow the bills and the taxpayers have to loot the costs As long as the tax payers don’t object to doing so and tins system of “graft,” it will continue. Now as to the point we want to im press upon the taxpayers and something tor them to talk and think over before they cast their votes next week. As Judge Conder will be out of office when the Alderman affiir is settled and the bill for ' compromise’* is presented tor payment, as specified in the above contract, it will never do to have a county judge who is balky and refuse to allow the bill, consequentv. what is the next move is to get a Putty County Judge, one who will d<t as he is told and won’t balk when it comes tn taking motley out ol the county treasury to piy a fit m of nttoruexs a lot ol m.mev tor doing the work of the district nttor nvy ami the sheriff, which is n double ex* pciise to the t ixp ivers. or, in popular parlance, is called “Public Graft I” It the taxpayers of Tillamook want a Putty County Judge they can get him. But don't *<|uum when thegrafteisget in t ivir work. That is all. Vote as you please. I Tbit is a fact that the farmers and struggling home owners cf Oregon should reflect u|>on. During the eight, een years that Hon. John H. Aitkin has been at the head of two of the largest commercial institutions of Oregon and hundreds of thousands of dollars have passed through his hands, he has never yet foreclosed a mortgage. His bank has advanced money to needy settlers, and the company of which he is presi dent has given them hlx-ral credit until they could improve their little ranches and get solidly on their feet. Many oj them have been delinquent in their pay ments of interest and principal ; many failed to meet their bills until long after they were due. But to the lasting cred it of Mr. Aitkin it can be said that he has never forclosed a mortgage nor fore ed a man into bankruptcy. This is pret ty good record when it becomes a ques tion of voting for such a man for an i>n portant state office. Mr. Aitkin is now a candidate before the republican pri maries for the important office of Treas urer of Oregon. The struggling farmer should carefully consider if it is not a good plan to trust with high public of fice one who has always proven so loyal and faithful to his own neighbors. Allied with iidhienct*« hostile ro Mitchell, who w is then a candidate for senator, he pievented the organ's*tion of the house, and through forty long days there was the humiliating sp*c- tacle at Salem of a senate in session at legislative hors^plav, with members of the lower house in hopeless and dis graceful disorganisation. It was the most disgraceful episode in the history of the state, I*cause revolutionary in principle mid anarchistic in execution. It was a proceeding wholly indefensible ami completely unpardonable. In the premises, Mr. Bourne was more guilty than the rest, l>crauae by reason of his money and hie brains, more powerful. He w ill get small comfort from Benton Republicans, who are themselves order ly, and theiefore entirely unwilling to honor a man who has l*een as disorderly as has Mr. Bourne. In this race for Senator Ills public record ought to l»e, and is, his undoing.—Corvallis Gasette.
