The new council met Monday night for the first time. Tlie councilmen were nil present except F. R. Heals who was in Portland on business. R. R. Hays was chosen president of the council. A. W. Severance was appointed city attorney. City marslinl allowed $30 per month for staying on duty from 9 o’clock in the ! morning until 12 o’clock at night The I maislial marshal is to receive extia wages as street commissioner and fee« on dog taxes etc. Recorder’s salary lilted lit $10 per month . The reports of the outgoing recorder and treasurer were read and referred to a committee consisting of Councilmen Beale, Stewart and Thompson . The time of meetings was set for the first and third Monday nights of each month. After some minor business the council adjourned. The following is the mayor’s message mayor ' s MKHKAGE . Hecker, who lias recently , come from Wisconsin to take charge of Tillamook Creamery, lias given us a few of his ideas regarding tlie comparative merits of Tillamook and the portions of tlie East as dairying countries. Mr. Hecker has had ample exper ience in some of the best dairying re gions of the Eastern states and Canada. He lias also taken full courses in train ing schools for dairymen, besides lie makes a careful study in a scientific way of the subject cf making butter and cheese Mr. flecker says he hasn’t been here long enough to yet arrived at definite conclusions in every particular. How ever, from what lie lias observed, he is of the opinion that this country is equal to the best dairying regions of the East Mr. Hecker has closely studied the ie- siilts in the experiments he has made, and finds the butter here to have a fine body or grain, and every indica tion of securing fl at exquisite nutty flavor, under proper conditions, which marks the degree of superiority in tlie product turned out by some of tlie fancy butter makers of the East Mr. Hecker thinks a most excellent quality of cheese can be made here also. Tlie advent of experienced and and well informed creamery men here will be of great help, and the managers of the creameries here, Messrs. McIntosh, Rogers and Hecker, are certainly ex perts in their business. There lire no better in the state of Oregon, ami while they are not conducting dairying schools, their pretence causes consider able healthy rivalry, causing several small creameries to excel in their pro duct, and inciting many dairymen to I produce better butter. I would also recommend that when* ever it becomes necesary to make im provement. in the way of sidewalks or graveling streets, that tlie city take charge of and lie to tlie expense of laying all crosswalks, gravel lhe ap proaches to tlie same, also all squares or intersections of streets.
