With the Gohl Syndicate.
Strennons efforts are being made in
uei tain quarters to make the publio feel
under great obligations to both the syn­
dicate and the administration for the
financial miracle that is being worked
in the United States treasury. We are
assured that it is accomplished only by
performing the marvelous task of prac­
tically suHpendiug the operation of the
laws of trade.
No transaction in salvage can be nec­
essary unless a wreck has occurred. It
is always impossible to justify the de­
livery of a ship into the custody of sal­
vors and the payment of a heavy salvage,
and at the same time deny that there
has been any wreck and allege that the
steering and pilotage which preceded the
payment of salvage deserve the highest
praise. The importance of the salvors is
pro]x>rtionate to the helplessness of the
wrecked crew. Praise for the syndicate
is blame for the administration.
For an inde]>endeiit government to
mrrender its treasury powers to a syn­
dicate to be "finanoed” is a transaction
such us may have occurred in the history
of the weaker powers, like Egypt, Mex­
ico or the Argentine Republic, but is
without precedent in the case of the
United States or any other first class
power. The attitude in which it places
us is that of saying to ull the world:
‘The United States is bankrupt, and
there ought, so far as tlie confidence of
the public is concerned, to be a run on
its treasury at this moment for gold,
but two London firms, in whom the
brokers generally have confidence, havo
kindly taken charge of the case, and we
hope none of yon havo the audacity to
attempt a run for gold on banking firms
whicli represent $600,000,000 of capi­
tal. ”
It is from optimists and eulogists of
the existing condition of things that
these exposures of its weakness came.
These destructive descriptions of the ac­
tual state of affairs are expected to in­
spire the publio mind with confidence,
forgetting that such bulletins of hourly
change signed by the responsible phy­
sicians are never published except on
behalf of a very sick patient.
The artists who paint pictnres of the
syndicate’s power do not seem to per­
ceive that they imply that its power to
"holdup” the government is as great
as its power to "hold up” the brokers,
and that the contract bears upon its face
the evidence of being the result of the
exercise of such a power unflinchingly
and unsparingly. If the syndicate can
now compel the brokers not to ship gold
when its shipment is profitable, they
could last February, with equal potency,
induce the withdrawal of gold from the
treasury in any required quantity neces­
sary to compel the government to resort
to the services of tho syndicate, as it
has done.
The syndicate can create another run
upon the treasury at will, and another
crisis, rendering its own services as sal­
vors of tho treasury as indispensable as
they were in February. After Oct. 1 tho
l ight, to its good offices will have ex­
pired, and tho question whether the syn­
dicate will make another borrowing of
3,500,000 ounces of gold by the treasury
necessary or not does not seem to depend
upon any other exigency than the cold
question whether the syndicate would
prefer to make $13,500,000 more out of
the treasury or to let the time go idly
by without profit.
The exasiierating dependence of the
United States subtreasury on extem­
porized aid from foreign bankers, which
is brought home to the senses of every
American by the syndicate transaction,
is a condition of things which calls the
blush of shame to the cheek of every
patriot sufficiently intelligent to com­
prehend the transaction. It is no less
than national humiliation. —Georgo

What Is Wanting.
What, then, is wanting is the men
with the old spirit of American inde­
pendence of 1776, with the courage to
declare that justice is the true standard
of honor, and that sound money is the
gold and silver coin that is named in
the constitution as legal tender money
and is expressly stated in all our na­
tional obligations, except gold and sil
ver certificates, to be the sort of money
in which they are payable?
The spirit of loyalty to America and
of faithful regard for our constitution
inspired all our laws of coinage, legal
tender and finance from the foundation
of our government until 1873 Then it
failed for two reasons. One reason was
the grasping greed of Great Britain and
her allied stock and bond holders in our
midst. The other reason was that our
people had sunk their spirit of national
