San Francisco, June 20,—Competition
between the Oreg >n Railway A Naviga­
tion Company, the Truckee Lumber
Company and unattached vessels of all
kinds for freight between this city and
Portland has nt last broken into an open
rnte war, in which sweeping cuts have
recently been made on the established
schedules. Between the ports mention­
ed, the Oregon Railway & Navigation
Company hold for a long time a nionop-
olp of the carrying trade. When the
Truckee Lumber Company secured mills
at Astoria and Portland a line of ves­
sels was put on for the purpose of bring­
ing the output to this city. For a
while, this company confined its trans­
portation operations to lumber alone,
hut finally
got to taking general
merchandise from this city to Portland
The vessels had to go there lor lumbi r,
ami it occurred to the management that
they might as well go up loaded as light.

Company encountered its first oposition.
Then other craft got into the trade until
il was pretty well divided

possible to make and hold a uniform
rate
The unattached vessels would
abide by no fixed schedule, ami the
lumber people, being on the line for a
one-way cargo of their own, could han­
dle merchandise nt a lower rate than a
regular transportation company
This
condition of affairs has existed for a
year past, and the Oregon Railway &
Navigation Company has recently recog­
nized the feasibility of a decided stand
Merchandise rates have been greatly
reduced, and, in lumber, the charges
have dropped from $3.50 to $1.00 per
thousand
“We have made this cut,” said Gen­
eral Agent F. F. Connor today, “in
oredr to give the opposition some of its
own medicine. We do not object to le­
gitimate competition, but we do object
to Damp competition. It has been im­
possible to iniiintain fixed rates. Nearly
every vessel outside of those operated
by our company hud a rnte of its own,
and the result was gvnoral denmnili/.a-
tion.”

Truckee Lumber Company, says that
the Oregon Railway & Navigation peo­
ple want ths earth, and they se« in to
think that, no other company has a
right to engage in the catrying Hade

“For several months,” continued Mr
Mergui re, “the company has been try­
ing to get us off this line. We have to
go to Portland, anyway and why should
we not lake a cargo of merchandise nt a
ratengrec'l upon between the shipper
ami ourselves! We shall meet, in fact,
we base slready met its cut, ami I guess
we can hold out as long as onr compe­
titors The Oregon Railway & Naviga­
tion company has offered us many in­

all of its reductions, ami still make

The new ro’id machine is being tried
this week and is being put on all kinds
of roads. Mi. Mercer, the ngeiit, is here
operating it for five days, ami if it
proves satisfactory the county will buy
it So far it is doing good work, ami it
is thought that in the course of a year
at least $1,000 can he saved by it, be­
side« giving us better roads. It <loes
f'u f work grading level roads, raising
them ill th« middle, r>o the water will
run away along the sides On a hill
side it works espeeialy well, ami will
make a good wide grade at half the ex-
pem-e of using plows and shovels. It is
eslimateil that there are al least 00 mils*
of road in the county where the machine
can be «»pended profitably, and it will
he thoroughly tried in all parts ot the
roimly. Six to eight horses ami two
