The people of Tillamook City do ordain: S ec . 1. Whenever a vacancy shall occur in any office of the city by the death of the incumbent, his resignation, or removal from the city, or when such vacancy shall be adjudged by any competed court, or declared to exist by the Common Council, upon a failure to qualify or other cans«*, such vacancy shall be filled for the remainder of the vacant term by the Common Council appointing some suitable and qualified person to fill the same. S ec . 2. A person so appointed to fill a vacancy to any office must qualify in the same manner, and all his official acts shall be as legal and binding as if elected S ec . 3. At any regular or adjourned meeting of the Council, if from any cause whatever the Recorder is absent, the Council shall have authority to appoint a Recorder pro-tem. S ec . 4. N olan , Recorder. ORDINANCE NO. 37. A n ordinance T o change the N orth LINE OF BLOCK 10 OF TILLAMOOK CITY. The people of Tillamook City do oidain: S ec . 1. It is hereby declared neces sary, expedient and, for the interest of the city and the public that the south line of First Street, across Blk. 10, of Tillamook City, be changed as follows: To-wit: Beginning at a point where the north line of Blk. 1, of Thayer’s Ad dition, if extended, would intersect the east line of Blk. 10, of Tillamook, thence extend said line N. 77°, W. to an inter section with the north line of said Blk.10, and that all land lying north of said line and south of the present north boundary of Blk. 10 shall be a part of said First Street. S ec . 2. Immediately after the passage of this ordinance it shall be the duty of the Recoider to have the same published for a period of one month in the Tilla mook H eadlight , a newspaper published in said city. The people of Tillamook City do ordain: S ec . 1. That Stillwell Avenue ahull be graveled and improved, six teen feet in width in accordance with Ordinance No. 27, Sec. 1, from the north side of Fourth Street, south to where it intersects the road between Eli Ohl’s and Drew; thence east to Tp. line; thence south to Boutli boundary of city, Sac, 2. That First Street and its ex tension, the old couuty road, be graveled sixleeu leet wide from the cast aide of 3rd Avenue East, east to the cast boundary of city. S ec . 3. That 1st Avenue East be graveled from the north side of First Street to the south side of Front Street, the full width, ax per Ord. No. 19, except that no river gravel ia to be used, l,ut the full amount to be of bank gravel. S>c. 4. That n box culvert, 12 x la, made of 2 inch plank shall lie put in 011 Stillwell Avenue, at the lowest point, between Fifth and Seventh Streets, ami on the Extension of Fust Street, nt or near the S. It shall be unlawful for any person or persons having or using any itminal or animals, except it be attached to a dray or truck, to leave such animal or animals without securely fastening it or them, and it shall be unlawful for any person or persons having or using any animal or animals attached to a dray or truck to leave such animal, without first securely locking the wheel» of the ve hicle to which it is attached. Any person violating anv of the provisions of this section shall, upon conviction, be fined not less than five (5) nor more than fifty (50) dollars. S ec . G. The owner of any premises on which shall exist any privy, vault, cesspool or drain which shall be in such a condition as to emit a noisome or of fensive smell, or which shall be deemed by the Marshal, as prejudicial to the general health shall, upon notice given by the said Marshal, abate such nui sance immediately, and upon refusal or neglect to do so, shall, upon conviction before the City Recorder, be fined not more than fifty dollars. A flood Ticket Nominated, anil Everything Harmonious. The Republican Convention last Sat urday was very harmonious and everybody seems satisfied The ticket is a good one, and no doubt every candidate will be elected at the coining election. G. W. Sappington was elected Chair, man, and A. W. Severance Secretary. All tlie delegates were good-natured and worked in a friendly manner. Following is the ticket: J W. Maxwell, recommended for' Joint Senator for Tillamook, Columbia and Washington Counties. T. B. Handley, recommended for Joint Representative for Tillamook and Yam* hill Counties, P. D. Newell, of Nelialem, for long term Commissioner. W. H. H. Cary, of Dolph, forshortterm Commissioner to succeed Mr. J. E. Sibley who was appointed to fill the vacancy caused by the resignation of W. G. Kelso. H. F. Goodspeed, of thia city, was nominated for Couuty Clerk. J R. Harris, of Wilson river, for Sheriff. H McDermott, of this city, (or Trews- urer. Charles Pye, of Nehalem, for As sessor. Preston S. Brown, of this city, Surveyor. E K. Barnard, of Bay City, Superin tendent of Schools. J. W. Maxwell, T. B. Handley, Frank Severance and W. E. When Mr. Henry Failing, four years ago, was urged to interest himself in a railroad from Portland to Tillamook, he said it whs a foolish proposition. He was told that with a railroad to Tilla mook beach that place would Is-como the greatest resort ill the West, but he could uot believe it. Within a week Mr. Fulling Ims been placed at the head of the Portland and Tillamook Railroad Company. lie is enthusiastic over the project now. He says there are millions in it.—Sunday Welcome.
