Page 4 The INDEPENDENT, July 20, 2011 Vernonia City Council told that Burch, Nicks recall has started Vernonia City Council held an Executive Session (closed to the public) for purposes of labor negotiations on July 5, but made no announcements and took no action after return- ing to the regular meeting. At the July 18 meeting, Sharon Bernal, chief petitioner for the recall efforts on Coun- cilors Willow Burch and Marilyn Nicks, told council that the re- call as been filed, the signa- tures verified and the ballots were in the mail July 18, with the election ending at 8:00 p.m. on August 4. Councilor Randy Parrow had already announced that, if the recall is successful on both councilors, he and Mayor Josette Mitchell will have three five-person citizen panels, set up by lottery of those interested, to interview the candidates for city council and recommend their choice for the three open council posi- tions. The city will open the ap- plication process for councilor candidates for a two week peri- od after the election is com- plete. Council had asked Dad’s Recycling owners, Sandy and Alan Deweber, to come before council and update their progress on the planning com- mission requirements for the business on Mist Dr. Their time to complete improvements at the site was up June 30 and not all the work had been com- pleted. Council heard that the Dewebers need to bring a few more recycling containers on site, put a few more boards in the fence, and put in 33 more loads of gravel. Placement of the gravel has been delayed due to weather and gravel availability. Council agreed to allow an additional 30 days to complete the fence and containers, and 90 days to get nine loads of gravel in place. The Dewebers expect to be able to get three loads of gravel per month. At the end of 90 days, from July 18, the Dewebers are asked to return and update council on their progress and plans to complete the road graveling with the other 24 loads of grav- el. Council discussed what to do with just over $3080.00 in the K-9 Donation funds, now that the city has no K-9 pro- gram. All donors had been con- tacted for their input on the matter and most said they would prefer to see the funds benefit the community. After discussion and review of donor’s suggestions, council gave consensus to donate $500 to the Clatskanie K-9 pro- gram, $500 to the Vernonia Volunteer Ambulance Associa- tion and the rest to the Vernon- ia Boosters (without specifying Fire season in effect as of July 11 From page 1 and open debris burning are shutdown throughout Columbia County until significant fall pat- tern rains develop. As we enter fire season, fire officials want to alert all landowners to check areas where burning has been con- ducted recently, especially any heavy accumulations of piled woody debris. These old burn areas are known to hold hot spots that can come to life un- der warm and windy condi- tions. City Council approved Res- olution 18-11, which desig- nates the new empty lot next to Shay Park to be attached as an addition to Shay Park. They also approved Resolution 19- 11, which permits easement leases to allow the use of open space lots (caused by demoli- tion of flood damaged houses). The leases will be approved for See Council on page 20 — CORRECTION — In earlier issues, City Coun- cilor Marilyn Nicks was said to have not answered the ques- tion by Joe Kim as to whether she met with other councilors outside to make decisions. Nicks says she answered, “No,” to that question. Also, she was reading from Ordinance 854, not the city administrator contract as stated. The Independent apologizes for these errors.
