Currently they often must wait a long time for a deputy to re- spond. What will happen, though, when there is no deputy coming at all? Next, because we have only one deputy on duty during the day, and one or two on duty at night and on weekends, our ability to respond to emergencies is greatly affected. In simple terms, one or two deputies in the midst of 657 square miles cre- ates major difficulties in being where we need to be – when we need to be there – in order to be effective. In answer to this situation, I prepared the foundation for the tax levy measure, known as Sheriff’s Measure 5-210. This measure will provide the resources we need to keep what we have now, and add six additional patrol deputies and three detectives to investigate crimes and help keep our county from becoming a target for criminal behavior. This is a limited, four-year tax levy with all money going to support improved law enforcement county-wide. It will better situate us to provide the backup and assis- tance that local agencies need, and provide tools to combat the trend toward law- lessness outside city limits. At the end of four years, you can examine the results and decide if the levy should continue, or if it should sunset. Who knows? At the end of four years, the economic picture could change, and the modest number of deputies needed could be supported by the general fund. Right now, that is not the case. If you do not act to provide the resources needed to keep going in these lean economic times, the future is dicey at best. We might be forced to go away for a time, as far as our ability to respond to emergencies in the county. I have a hard time believing citizens will allow this to happen to their Sheriff’s Office. I believe you know the stakes and, even though it means additional taxes, that this is the kind of tax every citizen should support. It goes to the basic responsibilities of govern- ment, and dedicates resources 100 percent to what we intuitively know that we need. If we have the courage to shield the Sheriff’s Office from those cuts, we will take a large step toward helping the Office of Sheriff fulfill its mandate to conserve the peace in our county and ensure we have the basis for the strong, peaceful and free commu- nity in which we long to live. Additional commu- nity members will be asked to serve on an advisory committee for this project. The community will also be asked to collaborate during the data collection process if some indicators are based on surveys. This project was initiated in December of 2010 and is still in the planning phases. The final results, which show how the community is doing on each of its goals, will be presented in late 2012. This project has been successfully completed through community partner- ships in both Wallowa and Tillamook counties in 2009.
