There were 48 traffic stops and 24 citations. The Planning Commission report was presented by Ray Deeth. Deeth distributed a pho- tocopy of the new dental office plan and said he is looking for- ward to having a dental office in the city. Other than that, he re- ported, not much happened at the meeting. Dennis R. Conner, CPA briefed council on the 2009- 2010 Annual Audit report. Con- ner directed council’s attention to several places in the report, letting them know that “this is your report card”, in which he gave the city an “A+”. Conner credits City Recorder Jolynn Becker and City Manager Jim Hough for the city’s grade. At the end of the presentation, when Council President Pete Edison asked how Banks matches up to other cities, Connor responded that the “ac- counting is tops; the manage- ment is tops”. Hough conclud- ed the presentation by telling council how much “we really appreciate the work Dennis Connor does…he is always available and it is a real pleas- ure to be audited by Dennis Conner.” A public hearing was held to consider a recommendation from the Planning Commission for updating the city’s Park & Recreation Master Plan. The commission also requested that city council consider amending Goal 8 Recreation Needs, in the Banks Compre- hensive Plan, under a separate land use hearing, including consideration for additional recreational land to be included within the City’s Urban Growth Boundary (UGB). Ellie Fiore AICP, of Cogan Owens Cogan LLC, presented the 2010 plan update. At the conclusion of the presentation council unani- mously adopted the updated Park & Recreation Master Plan, and incorporated the updated Park & Recreation Master Plan as a statewide Goal 8 Recre- ational Needs amendment with the upcoming UGB legislative comprehensive plan amend- ment proposal, and included the Quail Valley Golf Course site as part of the UGB expan- sion. At the March 10, 2009, city council meeting, city council accepted a draft Water Man- agement & Conservation Plan that was sent to the Oregon Water Resources Department for review. Because of contin- ued comments and responses, Golder and Associates incorpo- rated supplemental information into the draft plan prior to for- warding it to the city for adop- tion. Council approved and adopted Banks first Water Man- agement and Conservation Plan, with modifications incor- porated as ordered by the Wa- ter Resources Department. Banks Chamber of Com- merce requested that the city support the Banks Chamber 2010 Holiday Lighting Contest, donate supplemental funding for expanded prize categories, and insert a contest notification with an accompanying applica- tion flyer in the November wa- ter bills. Council approved sup- porting the 2010 Holiday Light- ing Contest, and authorized $300 funding support for prizes.
