Council scheduled a hearing at 7:30 p.m. on May 13 for Sheldon Oil, which is appealing a recent Banks Planning Com- mission decision. After hearing from the appellant’s attorney, Dean Alterman, and Washing- ton County Counsel Loretta Skurdahl on the type of hearing they would prefer, Council ap- proved a hearing with addition- al information based solely on the issue appealed. A power point presentation included an analysis of existing pumping test data from the Behrman Well and Well #2 indicating that the aquifer dewatering would significantly reduce the long term viability of this water source under the city’s permit. Golder Associates suggested that additional pumping tests be performed at Well #2 before any further development. In conjunction with regular water level monitoring, the tests will provide data on the sustainable yield of the basalt aquifer tapped by Well # 2. Munro also noted that the draft Water Mas- ter Plan should be ready at the end of June. City Manager Jim Hough requested that the time- line for this project be removed from the project/goals list. Munro, as directed by city council, provided design speci- fication for repairing the win- dow lintel in the City Hall, and refurbishing the building’s exte- rior. Five Star Builders, Inc., of Banks, with a bid of $30,564 and 10 percent cost for change orders, was awarded the con- ract. Hough was pleased that a a business within the city had the lowest qualified bid. Councilor Jason Short an- nounced that a Ford Founda- tion Grant has been approved for just over $18,000. All ex- penses for the playground con- struction are now covered. The next task is scheduling volun- teers. The hope is to have the playground up and running in June. Ray Deeth of the Chamber of Commerce and Historical Society introduced Suzie Jur- gensen, a community volun- teer. Deeth and Jurgensen are working on resurrecting a Mon- day night Farmers Market in the Log Cabin Park. The plan is to schedule two Farmers Mar- ket events in July and two in August. Branstitre asked Deeth to send a letter to the city. The next council meeting will be May 13 at 7:30 in City Hall.
