Cottam has graduated from the Army ROTC (Reserve Officer Train- ing Corps) Leader’s Training Course at Fort Knox, Ky. The 28-day course is a lead- ership internship for cadets who are normally between their sophomore and junior college years. College students experi- ence and examine the Army without incurring an obligation to serve in the Army or ROTC, and are eligible to receive two- year college scholarship offers and attend the ROTC Ad- vanced Course at their college. The cadets receive training in fundamental military skills, ri- fle marksmanship, small arms tactics, weapons training, drill and ceremonies, communica- tions, and squad-level opera- tions field training. Hough says that he is exited to be a part of the management team for the city, “Banks is a wonderful place and it is charming...I am impressed with the amount of citizen participa- tion; its ‘grass roots effort’ with an active community. I am hon- ored to be a part of it.” The city’ biggest asset, ac- cording to Hough is, “close knit community, we all know our neighbors, and everyone feels like they have a sense of place – people are friendly and neighborly. Banks has a lot to offer with its location, close to the coast and near the larger cities. Banks also offers hike and bike trails, camping, fish- ing, and state parks nearby.” Some of the challenges, which Hough views as opportu- nities, are helping to fulfill the Jim Hough vision for the city, “council is proactive, they have a short term and long term vision which I want to be part of im- plementing; I want to push the vision.” Hough acknowledges that along with all small towns, fi- nancial assets are an issue, so he wants to make sure that his vision is clear, keep that vision in focus, and expand in smart ways.
