Interim city administrator Dick Kline gave a Powerpoint presentation on seven areas he sees need attention in Vernonia: 1. Waste water project. Kline said the existing lagoons don’t have the storage capacity for summer season flows. We are only at August 1, and we are at capacity right now and can’t keep up with current needs. That we have the state record for being under MAO (Mutual Agreement and Order) with DEQ. He went on to tell those present that the city had been under MAO since before 1996, that in October, 2002, a plan was submitted to DEQ by KCM and that a TMDL (Total Maxi- mum Daily Limits) was com- pleted by DEQ in June 2003. In April 2004, DEQ approved the plan and in September 2005 a pre-design report was prepared by Kennedy/Jenks and submit- ted to DEQ. From that point to now, the city has been negotiat- ing with DEQ and the cost of the project was reduced from $12.4 million to $9.5 million. Kline said the city needs to stay on course with Phase I (esti- mated at $9.3 million) but will be analyzing Phase II to seek alternative procedures, to ob- tain additional cost reductions and to locate grants. 2. Learning Center. Kline said that the Learning Center had been in the City’s budget since 2002-2003 and would re- sult in a significant asset for the community, like our parks and scout cabin are already. He Please see page 5 During the council meeting on August 7, Vernonia Police Chief Mathew Workman presented commendations to Officer Mike Connor, Reserve Officer Larry Hornaday and Officer Mike Kay for exemplary conduct during a call on July 1, to a Riverside Drive residence that included a man brandishing a sword, who then set the house on fire and was removed from the house after he was overcome by smoke.
