Page 4 The INDEPENDENT, August 3, 2006 Filing starts for city council and mayor candidates Watershed tech specialist joins Columbia SWCD staff The Columbia Soil and Wa- ter Conservation District [CSW- CD] has added Scappoose res- ident Scott Gall as the Water- shed Technical Specialist for the District. Gall graduated from Oregon State University in March with a Master’s degree in Soil Science. In his first few days on the job Gall has en- joyed getting acquainted with Columbia County and its resi- dents. The opportunity to part- ner with local landowners to work toward conservation is an exciting challenge he looks for- ward to meeting. In recent years, lawmakers have underscored the need for improving water quality for peo- ple, fish and wildlife. This re- sulted in passage of Senate Bill 1010, a plan to prevent water pollution from agricultural activ- ities and soil erosion. SB1010, efforts to save salmon and im- prove watershed health, are Scott Gall now at the forefront of conser- vation issues statewide and will ultimately require small acre- age landowners to be aware of the many changing require- ments that pertain to their indi- vidual operations. Help is available – the CSW- CD and partner agency, USDA’s Natural Resources Conservation Service (NRCS), work together on many pro- grams and services to aid landowners in management planning. Together, landowners and conservation professionals can sort out the rules, design a personalized conservation plan, and apply for cost-shared incentive programs. Various programs such as Environmen- tal Quality Incentives Program [EQIP], Conservation Reserve Enhancement Program [CREP] and others are available to eli- gible participants. County residents who do not live along waterways will also be impacted by the changing times – a conservation con- scious public is looking to apply a “We’re in this together…” ap- proach to assuring that condi- tions less than desirable are corrected. Locally, the CSWCD and NRCS are providing assis- tance, not regulation, by em- phasizing education and prob- lem solving as a means to im- prove and sustain our enviable Pacific Northwest way of life.
