The wall will be located at 939 Bridge St, Vernonia OR in the newly constructed Vernonia Community Learning Center. The me- morial will acknowledge donors in dif- ferent categories while being an attrac- tive work of art. The work may be set anywhere inside the building or in the courtyard. B. A set of plans will be sent electronically by re- quest at cityhall@vernonia-or.gov. C. SUBMISSION REQUIREMENTS Proposals must be received at City Hall by 4:00 p.m., Friday, April 14, 2006. Proposals should be addressed to Kate Conley, City Recorder, City Hall, 1001 Bridge St, Vernonia, OR 97064. Facsimiles will not be accepted. Pro- posals received after the deadline will not be accepted, regardless of post- mark. Applicants should allow for nor- mal delivery time to ensure timely re- ceipt. Five (5) copies of the proposal must be submitted. A single CD of images or set of slides is acceptable. Proposals must include the follow- ing materials: • Artist information sheet. • Visual and written description of the wall design including both the the- matic content and material to be used. • Digital images (on CD) or slides up to a maximum of ten (10). Label with name and number keyed to a slide or digital list. You are encouraged to in- clude images that show your work in contextual responses. In your list, please include title, date, materials, di- mensions, locations of work, sponsor- ing agency/entity, and a brief descrip- tion. • Current resume highlighting your experience with site-specific artwork and public commissions. • SELF-ADDRESSED STAMPED ENVELOPE large enough to return the slides with sufficient postage properly adhered. D. BUDGET The total budget for the wall is $3,000.00, all inclusive. No change or- der or additional costs will be incurred by the City. E. PROCESS The Vernonia Community Learning Center committee will review all sub- missions and select up to seven (7) of the best-qualified proposals to recom- mend to the City Council to enter into a contract with. This process should result in a rec- ommendation to the City Council for their final decision by June 15, 2006. F. EVALUATION CRITERIA The following parameters will be used to evaluate consultants: • Quality: The wall should not only be a work of art, but also sustainable. • Site: The wall should enhance the existing character of the building by taking into account scale, color, materi- al, texture, content, and the social dy- namics of the location. • Initial Cost: Not to exceed $3,000.00, installed. • Maintenance and Durability: The cost to maintain the wall should be con- sidered and quantified, particularly of servicing, engraving, repairing, or re- placement of moving parts. • Media: All forms of media shall be considered, subject to any require- ments set forth by City ordinance. • History & Nature: The donor wall should reflect the contemporary culture or have historical reference to the city. Artists should consider the history, nat- ural features, and the existing architec- ture of the site. • Public Liability: the additions to the wall should not result in safety haz- ards, or cause extraordinary liability to the City. • Diversity: The wall should encour- age cultural diversity. • Vision: The wall should be support- ive of the Community Learning center’s vision. The vision statement is “To pro- vide a community center for learning, creating a positive educational environ- ment, and endless possibilities for all.” G. ECONOMY OF PRESENTATION Proposals should be prepared sim- ply and economically, providing a straightforward, concise presentation of the information requested. Fancy bind- ings, colored displays, promotional ma- terials, etc. are not important. Empha- sis should be on completeness and clarity of content. H. INCURRING COST The City of Vernonia is not liable for any cost incurred by respondents prior to issuance of a contract. I. SCHEDULE The schedule calls for the success- ful artists to enter into contracts with the City to produce a wall by June15, 2006, and install it by July 1, 2006. ROBERT JOHN “BUD” HEESACKER Robert John “Bud” Heesacker, 38, Forest Grove, died February 20, 2006. A celebration of life will be held Satur- day, March 4, at 2:00 p.m., at Fuiten, Rose & Hoyt Funeral Home in Forest Grove, followed by a reception. Mr. Heesacker was born August 2, 1967, in Hillsboro, to John and Nancy Herb Heesacker. He was raised in Ver- boort and graduated from Forest Grove High School in 1985. He worked as a project manager/general manager/esti- mator at Schneider Perma Curbs in Tigard for over 20 years. Survivors include his father of Banks, his mother, Nancy Snyder of Hillsboro; two step-brothers, Bryan Snyder of Scappoose, and David Fare of Spokane, Washington; one sister, Nanette “Nan” Bernstein of Tigard; one step-sister, Janice Daughtry of Cor- nelius; nieces and nephews. Fuiten, Rose & Hoyt Funeral Home of Forest Grove is in charge of arrange- ments. 25, 1905, in Kalajoki, Finland, to Frank H. and Hanna L. (Ojala) Heikkila. She came to the United States in 1907 with her mother and brother to join her fa- ther in Seattle. She was raised in Seat- tle. After her fathers death, the rest of the family moved to the Quincy area. In 1930, she married Victor Pumala. They lived for a short time in Vernonia before moving to Portland in 1942. She was a keypunch operator for the Bon- neville Power Administration for about 30 years, until she retired. She was preceded in death by her husband; her daughter, Dolores Green; and four brothers. Survivors include 12 cousins. Remembrances are suggested to Bethany Lutheran Church. Ross Hollywood Chapel of Portland was in charge of arrangements. GEORGE LEROY SMITH George Leroy Smith, 84, Vernonia, died February 18, 2006. A memorial will be held March 11, from noon to 3:00 p.m. at the Scout Cabin in Vernonia. Mr. Smith was born February 10, 1922, in Tacoma, Washington, to George and Eleanor Smith. He gradu- ated from Vernonia High School in 1940. In 1942, he married Vivian B. Thacker. He served in the Coast Guard during World War II. After his discharge from the Coast Guard, they made their home in Long Beach, California, until 1951, when they moved back to Ver- nonia. He worked for Crown Zellerbach and Empire Lite-Rock before becoming ESTHER H. PUMALA Esther H. Pumala, 100, Quincy, died February 15, 2006. A funeral serv- ice was held February 25, at Bethany Lutheran Church in Portland. Interment will be at Murray Hill Cemetery in Clatskanie. PURPOSE The City of Vernonia through its Vernonia Community Learning Center committee is requesting proposals from Publish March 2, 2006 -------------------------------------------- Notice of Public Hearing Columbia County is completing a Community Facilities project funded with Community Development Block Grant (CDBG) funds from the Oregon Economic and Community Develop- ment Department. The location of the project is Columbia Community Mental Health. It is estimated that the project has benefitted at least 2406 person of whom 71% are low or moderate in- come. A public hearing will be held by the Columbia County Board of Commis- sioners on Wednesday, March 15, 2006, at or after 10:00 a.m. in the Com- missioners Meeting Room 308, Colum- bia County Courthouse, 230 Strand Street, St. Helens, Oregon, 97051. The purpose of the hearing is for the Board of Commissioners to obtain citi- zens views about the project and to take comments about the local govern- ment’s performance. See page 23 Obituary VERNON DALE ELLIOTT Vernon Dale Elliott, 81, Greenville, died February 20, 2006. A mass was held at St. Francis of Assisi Church in Roy and vault interment followed in St. Francis Catholic Cemetery. Mr. Elliott was born August 3, 1924, in Shadybrook, to Finley and Cleta Cor- nelius Elliott. He was the great-grand- son of Col. Thomas Cornelius, for whom the city of Cornelius is named, and a descendant of Peyton and Anna Dallas Wilkes, pioneers who settled in Banks in 1947. His family moved to Banks when he was 13 and he gradu- ated from Banks High School in 1942. He served in the U.S. Army during World War II. In 1963, he married Helen Peters. They made their home in Banks until moving to Greenville in 1969. He drove log trucks and felled timber, then worked at Hudson House Cannery in Forest Grove. From 1966 until his re- tirement in 1987, he worked for Carna- tion Company in Hillsboro. Survivors include his wife; two sons, Daren of Forest Grove, and Bill of Gales Creek; one daughter, Kay Rum- mell of Forest Grove; a brother, Floyd of Dayton; seven grandchildren; a niece and a nephew.
