Page 14 The INDEPENDENT, October 7, 2004 City Council will interview four for chief Banks Crab Feed October 9 Banks City Council decided to offer the same contract to at- torney Jim Lucas in June to re- turn to his duties as city attor- ney at their meeting September 14. Lucas closed his practice for personal reasons prior to signing the contract. David Noren, the Gaston city attor- ney, has been handling legal matters for Banks since June and will finish negotiations for an easement. Candy Deeth, representing the Banks Historical Society, told council that the society would like to purchase display cases for some historical docu- ments, photographs and arti- facts from the founding of the area. The group wants to place the cases in the Scout Cabin which, Deeth reminded council, was extensively renovated with public funds but which sees lit- tle activity. A discussion about opening the cabin to display historical items will be on the October agenda. Mayor Bob Orlowski pre- sented an intergovernmental agreement between Clean Wa- ter Services (CWS) and the city that would allow CWS to de- commission most of the un- used Banks sewage plant. The city operated the plant before contracting with United Sewer- age Agency. CWS wants to bring the property to ground level, with the exception of the operating pump station, and re- move potential hazards. Fol- lowing the decommissioning, the city would assume man- agement of the property. Coun- cil approved the agreement. Orlowski reported that the applications for police chief have been reviewed and four applicants have been selected for interviews. Background checks are underway. October 16 has been scheduled for for the applicants to meet with a technical committee, a commu- nity committee and the mayor. Lunch at the library and a light supper will provide council members with an informal op- portunity to meet the candi- dates. The hiring committee will make a recommendation to council at a future meeting. Pete Edison reported that he is continuing to research con- struction of a skate park in Banks. Teri Branstitre raised the question of location, but there was no discussion. Edi- son said that he will contact Ross Demmell, who initiated the proposal, and work with the Banks Community Foundation on this project. In other business council: • Approved a resolution re- questing Transportation En- hancement Funds to be used for the completion of the Banks Vernonia Linear Park to a ter- minus in Banks. • Approved a temporary liquor license for the high school parents club annual crab feed at Schlegel Hall. • Learned that Washington County will provide one full time officer to cover the Banks com- munity, with a second officer part-time. • Asked the League of Ore- gon Cities to make a presenta- tion at the October meeting on the process they have devel- oped for hiring a city manager. There will also be live music from 8:00 to 11:00 p.m. and a beer garden from 5:00 to 11:00 p.m. In addition to All-You-Can- Eat Crab, the meal includes green salad, pasta salad, garlic bread and a beverage. Pre- Feed tickets prices are $25.00 for adults (13 and up); $10.00 for ages 6 through 12. Children age 5 and under are free with the purchase of an adult ticket. Volunteers needed for Killin project Volunteers are needed on Saturday, Oct. 16 from 9:00 a.m. to 1:00 p.m., to help sow seed, pull fences and partici- pate in many other elements needed to restore 30 acres of the Killin Wetland near Park Farm Creek in Banks. Killin Wetland is 373 acres of wetland, including 140 acres of degraded geyer’s willow scrub and over 2.1 miles of potential anadromous fish habitat. The project will help provide natural habitat for wildlife by restoring stream and wetland function. Work gloves, tools, light snacks, and instruction will be provided. Participants should wear layered clothing, hiking boots or rain boots, and bring adequate bottled water. The property was purchased through the Metro Greenspaces acquisi- tions program and is being managed by Ash Creek Forest Management of Tigard. Banks FFA will hold Round-Up Banks FFA Chapter and FFA Alumni Chapter will be having their FFA Round-Up on Mon- day, October 18 at 7:00 p.m. in the Banks High School Agricul- ture Shop. The Alumni will be Bar-B- Queing and chapter officer will make a presentation. Anyone interested in finding out more about the FFA or FFA Alumni are encouraged to at- tend. Students are currently preparing to participate in a Soil Judging Career Develop- ment Event and are working on two fundraisers; a scrap metal drive and tire recycling. The greenhouse is being prepared for the winter growing season.
