With budget committee mem- bers Stuart Douglas, Tom Duy- ck and Jayne Peterson absent, the meeting quorum was met by school board members Gene Kelly, Duane Lundsten, Joe Evers, Willis Meeuwsen and Doug Nordholm, who also serve on the budget committee. In presenting the budget message, Superintendent Mar- ilyn McGlasson told the com- mittee that the process began at “status quo,” keeping all ar- eas funded at current levels. McGlasson and business man- ager Nancy Hall then worked with administrators to identify program and staffing reduc- tions that follow the district’s budget principles and ensure equitable distribution across student groups. Looking back over her time in the district, Mc- Glasson said that the Banks school board, staff and commu- nity had worked together to eliminate a $1.4 million debt through a combination of goal- setting and prudent financial management. According to McGlasson, the district has taken steps toward enhancing educational oppor- tunities, such as adding staff to address the needs of growing student populations, current textbook adoptions, and staff development. The district was poised to continue making pos- itive financial strides, she added, but state revenue short- falls “which have yet to be cor- rected,” have affected prgress. The district has absorbed $1.2 million in reduced general fund revenues since 2002. “The District continues to find itself in a ‘defensive’ fiscal mode, attempting to merely sustain existing staff and pro- grams until the State and its Legislature develop an ade- quate and stable school fund- ing source,” McGlasson said. The Banks budget is built around the following: A contin- uation of program levels adjust- ed for inflation and contractual obligations, revenue adjusted for the loss associated with the defeat of Measure 30, a 2.46 percent increase over the 2003-2004 adopted general fund revenue, no increase in enrollment. The budget includes a sub- stantial increase to the Unap- propriated Ending Fund Bal- ance as a reserve for potential PERS adjustments and/or fu- ture revenue needs. The fund, which cannot be used until fis- cal year 4005-06 was in- creased by $189,500, to 4.03 percent of the $7,583,992 gen- eral fund budget. Other budget elements in- clude the following: • One-year payroll savings due to the retirement of the su- perintendent, • Increase in contract servic- es for superintendent search, • Increase for new audit re- quirements, • First repayment installment of internal loan for completion of the indoor sports facility and funding for long-term repairs, • Science text book adoption for grades 6–12, • Additional half-time junior high teaching position, • Partial restoration of fund- ing for athletics and activities (still under 2001-2002 level).
