(Oregon 47) oversees the budgeting and taxing activities of thirty-six Multnomah County taxing districts, including some of the largest municipal governments in the state such as the City of Portland, Multnomah County, Portland Public Schools, Port- land Community College and TriMet. During his 17 years as county assessor, Linhares has overseen a number of changes in Oregon’s property tax system, including major revi- sions resulting from Ballot Measure 5 in 1990 and Ballot Measure 50 in 1997. In ad- dition, he has dealt with the creation of two urban renewal districts in the County. In his letter of resignation Linhares wrote, “Let me say, with every ounce of sincerity I possess, that it has been a personal and professional honor to serve the citizens of Columbia County these past 17 years. It is not easy to leave Columbia County and the many wonderful relationships that I have developed over the years.” Linhares, who first took office on January 5, 1987, has just completed the first year of his fifth, four year term. Linhares also gave credit to the employees of the Asses- sor’s Office, saying “whatever successes I have had over the years were a result of their contributions. The citizens of Columbia County have been, and will continue to be, well served by this dedicated group of employees.
