The much-anticipated break- fast hosted annually by the Banks Volunteer Firefighter Association will be Sunday, March 7, in the Banks High School Cafeteria. The menu will include pan- cakes, ham or sausage, eggs, fruit, coffee, milk or orange juice. Tickets are $20.00 per family (maximum 6 members), $5.00 for adults and $3.00 for children under 12 years, and $4.00 for seniors 62 and up. Breakfast will be served from 8:00 a.m. to 1:00 p.m. and tickets are available at the door. In addition to breakfast, the firefighters will offer free fire engine rides to children, and free blood pressure checks to adults. The raffle item this year is a bench. Raffle tickets are $5.00 each or five for $20.00. The bench may be seen at the fire station. Tickets may also be purchased there, or at the breakfast. The petitions were submit- ted by Becky Gosselin, the chief petitioner for “Citizens of Banks for a More Informed Community.” According to the Petition for Recall, one reason given for recalling Orlowski is a “lack of communication to the citizens at large by city officials,” which petitioners claim is responsible for insufficient votes to maintain the police department levy. Orlowski, who wrote the first police levy, five years ago, said that he personally knocked on more than 230 doors to talk with citizens and promote this year’s levy. Those who voted were overwhelmingly in favor of renewing the police levy, but not enough voters cast ballots to meet the double majority requirement In response to the petition’s charge that major decisions are made without citizen input, and citizens “are not encouraged to attend City Council meetings,” Orlowski pointed out that meetings have always been advertised and are open to all citizens. Citizens are allowed to speak at council meetings, and many of them utilize the oppor- tunity to do so. Orlowski, who has served as a councilor or mayor for 16 years, said that, under the City Charter, the Council makes decisions and the mayor is responsible for carrying out those decisions. The date of the recall election will be set by the Washington County Elections Office. The cost for the special election will be the responsibili- ty of the City of Banks. Application time for Historic Preservation grants The Oregon State Historic Preservation Office (SHPO) is accepting applications for Preserving Oregon grants to support historic preservation rehabilitation projects in rural areas and urban neighbor- hoods. To qualify, a historic property must be currently listed in the National Register of Historic Places, either individually or as a “contributing property” in a historic district. Applications are due February 27, and approved projects, which must be completed no later than May 1, 2005, can begin May 1, 2004. Examples of projects that meet eligibility requirements include roof and gutter repair, founda- tion work, structural stabiliza- tion, weatherization, painting and the replacement of deterio- rated historic features. Ineligi- ble projects include remodel- ing, construction of new additions and projects proposed only for cosmetic purposes. Projects involving commercial or depreciable properties that qualify for feder- al investment tax credits also are ineligible. The 2003 Oregon Legisla- tive Assembly appropriated $250,000 in lottery funds to SHPO to fund the grants, which range from $5,000-$20,000 and require a 50-50 match. *We have set a $20,000 limit in order to benefit more properties across the state,* said Dunn. SHPO will notify recipients by March 31, 2004. Orchid Show at Fair Complex Visitors to the Spring Orchid Show and Sale, March 6 and 7 at the Washington County Fair Complex in Hillsboro, can feast their eyes on hundreds of beautiful orchids. Orchid plants, books and growing supplies will be on sale, along with the works of local artists at “Orchids from the Hands and Hearts of Artisans.” A vireya rhododendron show and sale will round out the event. Show hours will be Satur- day, 1:00 to 5:00 p.m., and Sunday, 10 a.m. to 4:00 p.m. Sale hours on Saturday will be 11 a.m. to 5:00 p.m., and Sunday from 10 a.m. to 4:00 p.m. There will also be a Repot- ting Clinic on both Saturday and Sunday from 11 a.m. to 4:00 p.m. There is an addition- al charge for this clinic. The Spring Orchid Show and Sale will be in the Main Exhibit Hall of the Washington County Fair Complex at NE 34th and Cornell in Hillsboro. General Admission is $3.00, with children under 12 free.
