CPACs advise and make recommendations to various County land use planning agencies, including the Plan ning Department, the Planning Commission and the Board of County Commissioners. CPAC members serve for two-year terms. Each CPAC is divided into neighborhoods. Members rep resent neighborhoods in which they reside or own property, and are elected by residents and/or property owners within their CPAC members. At least five voters are required to hold an election for the neighbor hood. As proposed, Senate Bill 517 would create a new require ment for a fishing license for anyone to individually take shellfish in Oregon. For the first time, an Oregon fishing license would be re quired for individuals taking abalone, clams, crayfish, craw fish, mussels, oysters, pid- docks, scallops and shrimp, noted Dukes.
