City of Vernonia will hold a pulic infor­
mational meeting regarding the wetlands
inventory for the City of Vernonia, Columbia
County, Oregon before the City of Vernonia
Planning Commission, January 20, 2000 at
7.00 PM in the Chamber Room at City Hall,
1001 Bridge Street, Vernonia.
A representative from the Division of
State Lands will be present. The purpose of
this project was to obtain a more complete
understanding of the location, quantities,
kinds and functions/values of wetlands and
riparian areas in the Vernonia area. The
draft City of Vernonia Wetlands and Ripari­
an Inventory prepared by Shapiro and As­
sociates, Inc. will be available at City Hall
for review during regular business hours.
Written testimony is welcomed if you are
unable to attend this meeting.

OF PROPERTY TAX APPEALS
Notice is hereby given that on February 7,
2000, at 9:00 a.m., the Board of Property
Tax Appeals of the County of Columbia,
Oregon, will meet to:
- Hear petitions for reduction of the
real market, maximum assessed, specially
assessed, or assessed value of property as
of January 1, 1999.
- Hear petitions for reduction of value
corrected under ORS 311.208.
- Hear petitions for waiver of penalties
for late filing of real or personal property re­
turns.
Petitions must be filed with the clerk of
the board not later than January 3, 2000.
The board will meet in Room 308, Co­
lumbia County Courthouse in the City of St.
Helens, Oregon (third floor, Columbia
County Courthouse).
A schedule of hearings for those who
request to be present will be posted 48
hours prior to the meeting(s) on the public

ANNEXATION OF PROPERTY
TO THE CITY OF VERNONIA,
COLUMBIA COUNTY, OREGON
Public Hearings will be held on the 20th day
of January, 2000 at 6:30 PM, before the
City of Vernonia Planning Commission and
on the 24th day of January, 2000 at 6:30
PM, before the City Council of the City of
Vernonia, Oregon on the question of an­
nexation of certain real property to the City
of Vernonia.
The Public Hearings will be held at City
Hall. Pursuant to ORS 222.120 and ORS
222.170(1), the City has dispensed with the
holding of an election on the question of an­
nexation. The Request/Consent to Annex
form has been submitted by a majority of
the owners of the property to be annexed.
The properties to be annexed are de­
scribed in Exhibit A. A staff report will be
available to the public at City Hall for two
weeks before the hearings, and may be
copied for a nominal fee. Public comments
will be heard.

T heodore H. D ew itt, 81, Vernonia,
died Jan. 5, 2000, at his hom e. F uner­
al services w ere held at the Vernonia
C hristian C hurch, w ith P astor Joel Stith
officiating. Interm ent w as a t Vernonia
M em orial C em etery.
Mr. D ew itt w as born Jan.8, 1918, in
W h e a tla n d , to H a rle y a nd Lela B.
(Harned) DeW itt. The fa m ily m oved to
Vernonia w hen he w as 13, and he a t­
tended Vernonia High school.
He served in W orld W ar II in the
U.S. A rm y Air C orps as an a ircraft m e­
chanic w ith the 832nd Bom b S quadron
in England, becom ing a squadron chief
by the end of the war. H e w as d is­
charged in 1945.
He m arried N ecia Evers in 1950, at
W alla W alla, W ash. T he y m ade their
hom e in the K easey area o f Vernonia.
He w orked for B irkenfield B rothers
Logging Com pany, after high school,
th en fo r O re g o n -A m e ric a n L u m b e r
Com pany. W hen he returned from the
service, he w ent to w ork again for O re ­
gon-A m e rica n L um ber C om pany. In
1957, he w ent to w ork w ith Pettijohn
Engineering Com pany, and in 1962, he
w ent to w ork on the survey crew for
C olum bia County. He retired in 1979.
He w as preceded in death by a sis­
ter in 1983, and a brother in 1986.

She w orked fo r a sheltered w ork­
shop, Vanguard Services, in H illsboro,
and w as a sw im m er and broad jum per
fo r the C alifornia S pecial O lym pics.
M iss Keith w as preceded by her fa ­
ther in 1996.

E. Keith Endecott, 69, Banks, died
Jan. 4, 2000. Funeral services were
held Jan. 7 a t Fuiten, Rose & H oyt Fu­
neral in Forest G rove. Interm ent w as in
Union Point C em etery, in Banks.
Mr. E ndecott w as bom Jan. 30,
1930, in Banks to Ernest E. and Edna
I. (C ason) Endecott. He graduated
from Banks High School in 1949.
He served in the U.S. Army, 167th
Infantry 31st Division, during the Kore­
an War.
In 1956, he m arried Barbara J.
Pentico in Forest Grove. They lived in
Banks until m oving to Hillsboro. They
returned to Banks in 1992.
Mr. Endecott attended C lark C oun­
ty C hef School in Vancouver, W ash.,
and ow ned and operated The Dinette
in H illsboro and H illsboro C atering for
several years until his retirem ent in
1974. He had also w orked on the
W ashington C ounty road crew.
Survivors include his w ife; daugh­
ters, Pam Ruiz o f Banks, and Sandy
W allace of H illsboro; five grandchil­
dren; a niece and nephews.
He was preceded in death by a
brother, R obert D.

Floyd T. Brower, 67, St. Helens,
died Jan. 6, 2000. Private fam ily ser­

in Astoria.
In 1957, he m arried Elaine C olligan.
T hey had lived in St. H elens fo r the
past 36 years.
He served in the U.S. Navy, then
w orked for m any years fo r C am pbell
C rane Com pany, and others, until retir­
ing in 1997. He w as a m em ber of Steel
W orkers Union Local 701, in Portland.
Mr. Brower w as a m em ber o f St.
Helens Elks Lodge 1999.
Survivors include his w ife, daughter
D ebra Petersen o f Vernonia; and tw o
grandchildren. _

and for W auna P aper Mill, then as a
ca nn ery w orker until his retirem ent in
1978. He m oved to W oodburn in 1981.
