The combination of Co lumbia, Clatsop, Tillamook and Washington County Edu cation Service Districts was accomplished by having Co lumbia ESD annex the other three districts. In this fashion, the tax base was preserved in order to fund operations of the new regional agency. Because Columbia ESD was the annexing district, ini tially every other meeting will be held in Columbia County, with alternate meetings rotat ing among the other three counties. The NWRESD will have a seven-member board, with all members elected from zones. The election will be held in March, 1997, with the new board seated July 1, 1997. Until the new board takes of fice, former Columbia ESD board members are the gov erning body, with the assis tance of advisory committees composed of former board members from the three other ESDs. Art Parrow, retired Ver nonia School District superin tendent, is chairman of the board at this time. Based on one-man one- vote, the new zones will break down as follows: Zone 1 will be composed of Clatsop Co., Tillamook Co. and a portion of western Washington County. Zone 2 will be Columbia Co. and northern Washington Co. Zones 3 through 7 will be in Washington Co. When the new board takes effect, the meetings will be moved to Hillsboro. Appeals aired before Banks Council Banks City Council has concurred with most of the recommendations of the Banks Planning Commission regarding conditional agree ment for the tentative plat of the South Banks Estates sub division. At the June 19 hearing, members of Citizens for Re sponsible Government (CRG), a group that has consistently opposed the development, presented six appeal issues. One issue was that an en vironment of intimidation ex ists because the developer, Aho Brothers, has filed suit against the city, Mayor Mike Crippen, three city councilors and nine CRG members over the rescission of a previously approved plat. CRG asked that any decision be post poned until the suit is dropped. Of the councilors named in the suit, Norma Wolfe and Judy Clifford abstained from voting on the issue; Crippen and Councilor Bob Orlowski, who was also named in the suit, voted against the appeal issue as did Councilors Tim Weaver and Evelyn Mailer. CRG also alleged that one planning commissioner had undisclosed bias, an allega tion the council did not con sider because CRG provided no information to support the charge. Inclusion of a small wet lands in the required develop ment of a park was another appeal by CRG, which ar gued that playground equip ment couldn't be put in the wetland. The issue was not decided at the hearing be cause of a 3-3 vote in the ab sence of Councilor Norma Wolfe. CRG’s remaining appeals involved the width of the land scaping strips, development of an East - West road and in sistence that the June 19 hearing should hve been a full land-use hearing instead of a limited land-use hearing. The council rejected the appeals. The only condition ap pealed by Aho Brothers also dealt with the park. The builders prefer to pay the city for purchase of future park property instead of using land within the development, which the council declined.
