Matt Phillips interim sheriff. Phillips will also run in the May election to replace Sheriff Tom Bergin, who is retiring effective Jan. 3. Phillips is the only candidate to fi le so far. “I recognize the trust and the faith you’re plac- ing in me to be the sheriff because the offi ce of sheriff is a weighty responsibility and one that can have a sig- nifi cant impact on the com- munity,” Phillips told com- missioners. “It is my pledge that I will work hard to make sure that our sheriff’s offi ce is one that everyone can be proud of.” Sarah Nebeker, the com- mission’s chairwoman, said, “And we know that you know what needs to be done because you have so much experience. And we also know you have your work cut out for you, but we believe you will meet the challenges.” Phillips’ family, friends and colleagues came to the meeting in support. During the public com- ment period, former Sher- iff John Raichl and Port of Astoria Commissioner Frank Spence endorsed Phillips. They both praised his leadership in the new Nicole Bales Lt. Matt Phillips with his wife, Bree, and their children. county jail project and said he is the most qualifi ed per- son to oversee the project as sheriff. Spence called the new jail the county’s “crown project.” “Lt. Phillips has the char- acter, the experience, to be qualifi ed as your next sheriff,” Spence said. “I unequivocally endorse him to be your next sheriff and be elected next fall.” Raichl said he has known Phillips since he was a teen- ager when he came to work at the sheriff’s offi ce as a cadet. “I can’t say enough good about him,” Raichl said. “He’s been an outstanding deputy and an outstanding lieutenant jail commander.” Phillips said the support from Raichl was especially meaningful. “It is the way he ran busi- ness at the sheriff’s offi ce ... I respect it so much it made me think that maybe that’s something I would want to do one day,” Phillips said. OREGON STATE POLICE PUBLIC SAFETY LOG Washington driver with suspensions Nov. 14 On Nov. 13 at 16:54 p.m., on U.S. Highway 101, Oregon State police observed the oper- ator of a motor vehicle backing up after entering the turnoff to Highway 26. Upon being pulled over, the operator, a 43 year old male from Wash- ington, presented his driver’s license; a check of his license revealed his driving privileges have been suspended in both Oregon and Washington. The vehicle was impounded and removed by Gary’s Towing. 3:35 a.m., Chamber restrooms: A subject is warned of unlawful lodging. Elk vs Volkswagen incident 7:52 p.m., 300 block S. Colum- bia: A disturbance is reported. Holla- day: An unsecured building is secured. male elk entered the roadway where it encountered a Volk- swagen Golf traveling west on the highway. The opera- tor of the vehicle applied the brakes, but hit the elk, which rose up on the windshield and was thrown over the vehicle. The two occupants, a 59 year old man from Astoria and a 12 year old child, declined med- ical attention from fi re and medical response. The vehicle was removed from the scene by Classic Towing. The disposi- tion of the elk is unknown. Teen driver charged after fl eeing highway crash On Nov. 15 at 9:56 p.m., on Highway 26 Milepost 12, heading westbound, Oregon State police responded to a single vehicle crash. A witness who was fl agged down by the occupants of the vehicle called 911, report- ing that the driver, a teen- ager, did not want police on scene. When the driver be- came aware that police were en route, he lay down in the roadway with the intention of being run over. He was pulled out of the roadway by other occupants of the crashed ve- hicle; he became combative and fl ed into the woods. Oregon State police and Clatsop County deputies searched the area but were unable to fi nd the driver who was likely intoxicated. The 17-year-old male was later located hitchhiking towards Seaside by Medix who cleared the area after a search for the driver was unsuccessful. The youth was taken into custody without incident and willingly provided a BAC of .12 to Sea- side police. His parents were contacted and he was released to their custody on Highway 26 near Milepost 34. He was cited for DUII, reckless driving, and recklessly endangering four people. Additional charges may be recommended. Three other occupants of the crashed vehicle were trans- ported to Providence Seaside Hospital; a fourth occupant was given a ride to the hos- pital by a good Samaritan.
