An armless dummy
strapped onto a rolling table
by Seaside volunteer fi re-
fi ghters Rick Plummer and
Katie Bulletset held the
stage of the Monday, Sept.
9, City Council meeting.
Div. Chief Dave Rankin
introduced the department’s
newest tool, the Lucas
Mechanical CPR Device.
“We want to show you what
this device is capable of.”
Promptly, Plummer, a
paramedic fi refi ghter volun-
teer, and Bulletset went to
work, strapping the motion-
less dummy in, unpack-
ing the device, booting up
and applying suction cups
over the center of the chest.
After setting the correct
depth, the machine deliv-
ered a steady rhythm of
compression movements,
designed to provide criti-
cal life-saving support and
relieve responders of phys-
ically demanding labor
during prolonged resuscita-

Non-injury bus crash in Manzanita;
driver could face multiple charges
Oregon State Police and emergency personnel
responded to a non-injury bus crash Monday morning
on U.S. Highway 101 in Manzanita. The bus was occu-
pied by 46 Army National Guard members from the HHC
1-186 IN from Medford.
The preliminary investigation revealed the bus had
departed from Camp Rilea and was en route to Port-
land. The driver, Kenneth Alexander, 44, from Vancou-
ver, Washington, missed the turn onto U.S. Highway 26
outside of Seaside.
The driver assured the passengers he knew the route
to Portland and continued southbound on U.S. High-
way 101. The passengers grew concerned over the driver
using his cell phone and showing signs of impairment
before the bus crashed into the sidewalk.
The Tillamook County District Attorney’s offi ce will
review the case for charges of driving under the infl uence
and 46 counts of reckless endangering against the driver.
8:20 a.m., Avenue A: Used
needles are reported. Police
