Seaside Police responded to the 1200 block of Queen Street just before 1 p.m. June 8. They found Roland Louw, 32, of Montgomery, Texas, sitting on the sidewalk. He had allegedly broken into the home roughly 10 min- utes earlier and wrestled with a man, eventually placing him in a chokehold. Louw, a transient origi- nally from South Africa, has never met the alleged victim, Clatsop County District Attor- ney Josh Marquis said. A grand jury indicted Louw on the attempted mur- der charge last week along with the original charges of first-degree burglary, sec- ond-degree assault, first-de- gree criminal mischief and strangulation. An early resolution confer- ence has been scheduled for July. BRENNA VISSER/SEASIDE SIGNAL Seaside standoff suspect pleads not guilty By Jack Heffernan EO Media Group A Seaside man arrested following a standoff with po- lice earlier this month pleaded not guilty Monday, June 12, to charges of felon in possession of a firearm, interfering with a peace officer and reckless driving. Shaun Mitchell Scarbor- ough, 28, held a kitchen knife to his throat for nearly two hours June 2 as Seaside Police attempted to arrest him at an apartment on South Columbia Street, Lt. Bruce Holt said. He eventually was struck by a stun gun and arrested just after 5 p.m. Shaun Scarborough Police initially responded just before 2:30 p.m. to a re- port of a physical disturbance between Scarborough and his mother at the apartment. But Scarborough was gone when police arrived, and no charges resulted from the original re- port. Neighbors then said they had seen him drive recklessly, maneuvering quickly around corners. Officers located the silver Audi that Scarborough had been driving minutes later at a home a couple of blocks away, although he was not there. A handgun was allegedly found inside, and Scarborough is a convicted felon. The keys to the car were later found in Scarborough’s possession, police said. After police spotted the car, he was later seen fleeing back toward the apartment on South Columbia Street. Police then located Scar- borough in the kitchen of the apartment as he held the knife to his throat. Officers took cover since they could not see Scarborough for a portion of the standoff, Holt said. Following a lengthy con- versation with Scarborough, police were able to get closer to him before they eventually used a stun gun on him and arrested him. Police used the stun gun because they noticed what could have been the han- dle of a blade in his left hand as they got closer, Holt said. The object turned out to be a bandage on his middle finder resulting from a staph infec- tion. Scarborough could face up to seven years in prison if convicted on all charges. A concrete truck overturned on Doryman Lane in Warren- ton, delaying traffic along Highway 101. Concrete truck overturns By Brenna Visser Seaside Signal WARRENTON — A concrete truck overturned on Doryman Lane in Warren- ton about 8 a.m. Wednesday, June 14. No other vehicles were involved in the inci- dent. Oregon State Police re- ceived a call at 7:57 a.m. that the truck was on its side af- ter taking a sharp turn onto Doryman Lane off of High- way 101. The driver did not require medical services, Gearhart Fire Chief Bill Eddy said. Oregon Department of Transportation responded to the incident to clean up about five gallons of diesel that leaked, and cleared the scene around 9 a.m., ODOT repre- sentative Lou Torres said. Holladay: A person playing loud music was asked to lower the volume. 10:23 a.m., 300 block Broad- way: A theft in the third degree was reported. 12:25 p.m., S. Wahanna: A person bitten by a raccoon was seen by medical personal at the emergency room at Seaside Providence Hospital; a bite report was submitted to the County Board of Health. 12:47 p.m., Beach: A child reported missing at the beach was subsequently located and found safe. 2:23 p.m., 1000 block S. Colum- bia: A person in possession of a restricted weapon was charged with interfering with a police officer. 10:47 p.m., 17th Avenue and Roosevelt: Caller reports a yellow Labrador retriever dog struck by a vehicle on the highway. Police responding transported the dog to an on- call veterinarian in Astoria. June 3 12:20 a.m., Avenue G and S. Holladay: A person is arrested and charged with DUII. 10:53 p.m., 1st Avenue: A per- son is charged with initiating a false police report. Their second offense was theft. June 4 6:01 a.m., Broadway and Roo- sevelt: Caller asks for a welfare check on a person walking in the middle of the street with a cane. Police responding say the person is fine. 10:56 p.m., 500 block S. Down- ing: Caller requests a welfare check on an individual they are concerned is a danger to them- selves or others. Police contact- ing subject say he is neither. No further action is taken. person has been complained about before. The subject told police he would pack up his belongings and move on. June 5 10:25 a.m., Seaside police department: Syringes and a cell phone are turned into the po- lice department. Police correctly dispose of the used syringes. 5:07 p.m., 800 block 1st Avenue: Caller reports that his soon-to-be ex-wife is busting up the furniture. Police advise caller to call an attorney. 5:45 p.m., 800 block 1st Avenue: Police respond to a disturbance at the same ad- dress where a man called earlier to say his not yet ex-wife was busting furniture. June 6 8:12 a.m., Broadway Park: Caller reports a man drinking beer in the park. Officer making contact finds the man asleep, but without alcohol. Subject agrees to move on. 7:19 p.m., Avenue G and Lincoln: Subjects spraying a tree with spray paint are told to turn their paint over to police, who confiscate it. June 7 4:13 a.m., The Cove: Subject located sleeping in their car which was parked illegally, tak- ing up two parking spots, are advised of the local ordinances. The subject is informed their driving privileges are currently suspended as well. 10:32 a.m., Avenue H and Roosevelt: A subject originally charged with carrying a con- cealed weapon is also found to be in possession of a controlled substance. They are arrested on a warrant. 7:36 p.m., Ace Hardware: Police respond to a report of a clown dressed in red and blue and wearing a red wig looking in the windows of the hardware store. Police canvassing the area are unable to find anyone of this description. There were no signs of attempted entry at the hardware store, which was secure. 8:32 p.m., First Avenue Bridge: Police respond to a report of a man possibly planning to take a dive off the bridge. Police contact subject who says they are fine and have no intention of jumping off the bridge.
