May 29, 2015 • Seaside Signal • seasidesignal.com • 7A Seaside Police Log May 8 May 10 12:28 a.m., 400 block of South Franklin: Subject arrested on a warrant from Washington County. 1:51 a.m., North Prom: Caller reported four intoxicated subjects banging on her motel door and windows. Subjects left southbound. Officer unable to locate subjects described. 9:30 a.m., Broadway Park: Call- er reported man smoking pot in the park. Officers respond- ed. No drugs found. 5:53 p.m., 1400 block of North Wahanna Road: Anonymous caller reporting subject driving while intoxicated. Officer locat- ed vehicle parked and advised owner was leaving vehicle parked and getting a cab. 6:47 p.m., U.S. Highway 101: 911 caller reporting possible intoxicated driver. Officer located vehicle and conducted stop and tests and advised warning issued for driving. May 9 12:36 a.m., 2100 block of Cedar Street: Officer responded to check welfare of person making suicidal comments and provided courtesy ride up to the hospital. Subject went willingly. 3:52 p.m., Broadway and Co- lumbia Street: Caller reporting persons causing a disturbance by protesting. Officer did not observe anything illegal. 4:53 p.m., 400 block of Broad- way: Caller reporting theft from shop. Officer arrived and stated subject had returned item and owner did not wish to pursue anything. 11:35 p.m., 1000 block of South Downing Street: Caller wishing to remain anony- mous is reporting neighbor out in the parking lot yelling profanities. 4:12 p.m., Wahanna Road Ballfields: Caller reported tran- sients near ballfield. Officer made contact with subject, who was just seeking quiet. Advised to move on. 6:38 p.m., Broadway: 911 caller reporting possible intoxicated driver. Officer located vehicle and advised driver was dis- tracted by GPS and they have now reached their destination. May 11 9:11 a.m., 200 block of Broadway: Complaint of three panhandlers with aggressive dog. Officer contacted sub- jects who advised they were not asking for money. Officer advised of city ordinances. 10:36 a.m., Avenue E: Caller re- ported three people shooting up drugs on top of the dunes at Avenue E. Officer contacted subjects, who refused a con- sent search and the officer did not have probable cause. May 12 7:03 a.m., 100 block of South Wahanna Road: Anonymous female called 911 regarding people moving out and creat- ing a noise disturbance. Officer advised. 10:06 p.m., 400 block of South Roosevelt Drive: Caller report- ed she accidentally scratched a brand new car with her shop- ping cart over the weekend at Safeway. The license plate is not entered into DMV yet. In- formation taken in case victim comes forward. 11:48 a.m., 1200 block of South Prom: Report of tran- sients camping on the beach with a bonfire and big tent set up. Officer contacted subjects and advised of unlawful lodg- ing ordinance. Subjects are packing up their belongings and moving on. 7:44 p.m., 800 block of Beach Drive: 911 caller reported per- son laying in the grass on the Prom. Unknown what is going on. Officer responded and assisted inebriated person. May 13 12:57 a.m., Avenue U: Subject wanted to report she possibly saw a wanted person. 9:01 a.m., Lewis and Clark Road/Wahanna Road: Report of erratic driver speeding and passing unsafely. Complainant followed driver into hospital parking lot. Officer contacted both parties, and advised mu- tual road rage. Driver warned. 7:40 p.m., Avenue A: Parties warned for open container. 8:14 p.m., 1200 block of Ave- nue E: Officers responded to a family disturbance. Situation calmed down. 9:16 p.m., 800 block of 14th Avenue: Subject cited for disorderly conduct. May 14 5:01 a.m., 1900 block of Spruce Drive: Caller reported noise disturbance upstairs. Officers made contact and it is an ongoing neighbor issue. Con- tacted person is going to talk to the management. Clear. 5:51 p.m., Southbound on U.S. Highway 101 from Gearhart: Caller reported erratic driver. Officers searched but were unable to locate. 9:02 p.m., U.S. Highway 101: Female from earlier case was in the street. Officers respond- ed and took her into custody. May 15 5:46 a.m., Oceanway: Caller reported a subject under Quatat Park with a flashlight. Officer made contact with a male subject who was looking for treasures and didn’t see the signage. 3:03 p.m., 400 block of South Roosevelt Drive: Caller re- ported male asleep in the deli area. Officer responded and advised Medix needed and subject trespassed indefinitely. Subject refused any medical assistance. 5:21 p.m., Southbound on U.S. Highway 101: Officer assisted other agency with stopping a fleeing vehicle. 7:16 p.m., Avenue G: Caller reporting fire in the dune grass. Officer responded and contacted subjects and warned for fire in dune grass and glass bottles of alcohol on the beach. One subject cited for MIP. May 16 11:03 a.m., Broadway Park: Anonymous 911 caller re- porting juveniles in the area smoking “something”. Officer responded and was unable to locate anyone in the area. from each other. 8:50 p.m., 100 block of North Holladay Drive: Officers re- sponded to report of intoxi- cated male in vehicle. Upon officer arrival it was found that the male was having difficulty getting things out of vehicle. Items out of vehicle, subject returning to hotel room. May 19 May 17 6:06 p.m., North Downing Street: Caller reporting a male in the area the last few days harassing people for money and cigarettes. Deputies made contact with the subject, and advised him of the complaint. Male moved along. 4:07 p.m., 2100 block of South Columbia Street: Caller reported a confused person trying to get into a house. Officer responded. Family was contacted and took care of subject. 8:43 a.m., Broadway Turn- around: 911 caller reported woman on the hood of truck and in the window pulling hair of occupant, then both vehi- cles sped off. Officers stopped both vehicles. Disturbance was verbal in nature and both driv- ers were warned for disorderly conduct. 8:19, Sunset Boulevard: Caller reported suspicious male in the area. Officer responded and made contact. Subject was contacted and warned about trespassing and driving without proof of insurance. 10:49 a.m., Avenue S: Caller reported two vehicles parked on curb and refusing to move them. One vehicle gone upon officer’s arrival. Unable to make contact with owner. Parking cite issued. May 20 10:04 a.m., 1800 block of South Roosevelt Drive: Officer responded to 911 call to assist with traffic on reported struc- ture fire that turned out to be steam from crab boiler. 5:15 p.m., 1100 block of South Roosevelt Drive: Officer ad- vised of suspicious persons in area, requesting extra patrols. 8:45 p.m., 500 block of South Downing Street: Caller report- ed suspicious person knocked on his door. Officer responded but was unable to locate sub- ject. Second caller reported location. Subject was taken into custody. May 18 6:54 a.m., Avenue G: Caller was concerned about unknown person wrapped in a blanket next to the riverbank. Officer advised she was fine and was warned for unlawful lodging. May 21 10:21 a.m., 300 block of South Columbia Street: Caller report- ed neighbor threw an object and hit him with it. Officers responded and determined nothing was thrown, and dis- turbance was verbal in nature. Subjects advised to stay away 2:45 a.m., Estuary: Subject(s) warned for unlawful lodging. 7:45 p.m., Southbound on U.S. Highway 101: Caller reported possible drunk driver. Officers advised. DUII arrests Phoenix man arrested for DUII in Seaside While attempting to help locate an assault suspect in Seaside at 2:12 a.m. Tuesday, May 19, Cannon Beach Po- lice Officer Seth Collins saw a vehicle driving in the wrong lane of trav- el at the 100 block of South Columbia Street. Collins pulled the driv- er over at the Seaside Dairy Queen, 441 Ave- nue A. The driver, Mike L. Feaster, 54, of Phoenix, Ariz., was arrested and charged with driving un- der the influence of in- toxicants, reckless driv- Dining on the ing, refusing to take a Breathalyzer test, driv- ing without privileges, failure to obey traffic control devices and fail- ure to drive in the right lane. Feaster was taken to the Seaside Police De- partment for booking and later released to a responsible party. Cannon Beach woman charged in Seaside At 11:25 p.m. May 6, a &DQQRQ%HDFK3ROLFHRI¿- cer stopped Olivia T. Hin- son, 26, of Cannon Beach, on U.S. Highway 101 at milepost 29 for driving XQGHU WKH LQÀXHQFH RI LQ- toxicants. She was charged North Coast with DUII, reckless driv- ing, failure to maintain lane and careless driving. Her blood alcohol con- centration tested at 0.16, according to police. Hin- son was taken to the Sea- side Police Department for booking and processing.
