Nobody believes that a war can arise over a quarrel in the Rhine valley. Where the war will arise Is nearer the Danube than the Rhine. The lighting ot the match will take place. In that hinter land of small nations, rent and riven with racial troubles, economic troubles, religious troubles and po litical trouble and Jealousies, Lo carno cannot be applied. We bave to remember that the hinterland has to be covered In some way with peace and security. The pact, the spirit of the pact, the psychological effect of the pact. Is going to advance us substantially, I hope, in the way of peace. These criticisms I have made are In tbe nature of developments, and the taking of opportunities, which the pact undoubtedly presents to Europe. But tbe best tribute that can be paid to any really substantial piece of work la to look at It with one eye very sympathetically, and with the other eye very critically. All this came to the attention of the authorities from the confes sion ot Lena Schrock Rice, a meek little woman of 30. Lena fell In love' with a professional bomb thrower, Fred Wanqulst, whose amorous proclivities induced her to desert her three children in Battle Creek, Mich., and come to Chicago. Here she occasionally helped Fred "do a job." ' It was while helping the other night that the police arrested her and Fred and one other red-hand ed. A spluttering bomb was hid den under Lena's cape, when the police caught her. Lena told all. Great excitement. State's Attorney Crowe took the moat drastic step of his six year of ficial career by asking that a spe cial grand Jury be Impanelled to .
