"It (the 'Mellon Plan') might better have been called the "Treasury Plan' :v. . because since' 1919 . . . one Democratic President and two Democratic Secretaries of the Treasury have offered to Congress exactly the same recommendations for tax reform that I suggested. .... "Experience shows conclusively that if taxes are too high the source of revenue diminishes. No man will continue to sow where he cannot reap. "This condition cannot be escaped more scien tific taxes on the larger incomes or more taxes on the lower, incomes. "The man with small income is more interested than are the wealthy themselves in seeing that the tax upon high incomes and large estates is economically sound, ' " . with tax-exempt securities being issued at the rate of more than $1,000,000,000 a year, and with other means of escaping, the wealthy need no guard ian." FIRE LIABILITY COMMUNITY PROBLEM Stock fire insurance companies have made it their concern to reduce destruction by fire, but it really is a matter for community action, since it affects every municipality and individual. "It is the individual, as a rule, who, by careless ness, ignorance or crime, is responsible for the begin ning of a fire, and the community which condones his act by permitting the existence of hazardous condi tions in home, school or factory is the primary agency,.which is really derelict in its responsibilities," says H. A. Smith, President of the National Board of Fire Underwriters. All possible avenues of approach should carry the doctrine of fire prevention to the general public and to the various organizations of a business or so cial nature which make up our communities, enlist ing the support of educational institutions and com mercial bodies, to the end that each shall play its part in properly protecting the citizens of the community from fire loss.
