Only a few days earlier Wyoming had re ported a mountain's toppling that dammed a river and created a lake. Though the world did not end in a grand smashup February G, the last night on that month had convinced people in Cleveland and other relatively eastern cities, with more surprise than alarm, that earthquakes could not be relied upon to confine themselves to volcanic regions or ocean shores. While the quake now entitling southern Cali fornia to the sympathy of other districts did not ap proach in damage to life and property that which wrecked San Francisco in 190C, it was bad enough in both particulars to revive rumors that 1925 is a fateful year. Persons of superstitious turn of mind, who had been saying as much before Santa Bar-' bara met with misfortune, said it with much great er frequency and 'emphasis afterward. But sensible people should refuse to let their peace be troubled by such nonsense, even though the remaining months witness misfortunes worse still. Earthquakes and other disasters of natural or hu man origin are not timed according to years. They are not gathered into one year or distributed equally among many. Happenings worse than anything 1925 has seen so far could be charged against many a previous year. o- UNDERMINING CONSTITUTIONAL GOVERNMENT I young men of tu it,,. It has trespassed upon fields where there should be no trespass. If we could confine oui' federal expen ditures to the legitmate obligations and functions of the federal government a material reduction would be apparent. But far more important than this would be its effect upon the fabric of our con stitutional form of government, which tends to be gradually weakened and undermined by this en croachment."
