Shaver Is to resign as chairman of the democratic national committee within two weeks, de veloped in political quarters here today. Democratic politirans who have been impatient to begin political ac tivity again, have been urging for some time that Shaver step aside and permit a fresh man to take charge. This pressure lias increased since the announcement that Chairman William M. Butler of the republican national committee was planning In tensive organization for the con gressional elections. Haynes, Is also de signed to meet the increased oper ations of the rum runners, which have been noted since the Inward flow was dried UP on the Atlantic coast. Haynes, who claims that the bootleggers "are on the run" everywhere and says that with less liquor coming in from the coasts "it is now possible for the federal forces to concentrate on Interna tional problems such as large con spiracies which .have developed for distributing , liquor from various sources into devious channels." High federal officials ar now conferring at Buffalo on a policy which will effect an armed blockade from Lake Erie to the Oswego shore line and predicts that by the end of July they will "have this border corked up so tightly that not even a bottle of ale will pass the river."
