UPI Telephoto Ambassador $200,000 On 'WASHINGTON (DPH A House committee staff report charged today that a former U.S. ambassador may have wasted more than $200,000 in foreign aid funds by ordering a road built in Panama without detailed engineering studies. Staff ' investigators of the House 'Foreign Affairs Commit tee, who looked at the road first hand, said they bogged down in a mudhole less than a mile from the start. They said the 20-mile road, designed to link the central provinces of Panama with the Atlantic Ocean, Is "now large ly a trail" and impassable for the most part to motor vehicles. (UPI ' The widow of President John F. Kennedy and her two young children arrived at the scene of some of the family's happiest times Wednesday night for a "quiet and sad" Christmas. Black clad Mrs. Jacqueline Kennedy, Caroline, 6, and John Jr., 3. flew to this winter re sort from Washington on an Air Force jet. They were accom panied by Princess Lee Radii will, Mrs. Kennedy's sister, and several Secret Servicemen. The family stepped from the plane into a waiting car and went directly from the West Palm Beaclt airport to the walled in. seaside mansion of C. Michael Paul, leased last year by the Kennedys. The arrival was in sharp con trast to last year's gathering of the Kennedys here for the Christmas holidays. On that oc casion, Mrs, Kennedy and the children met the President on his return from a conference in Nassau with Harold Maemillan who at that time was British foreign minister. Hundreds of spectators had watched as Kennedy greeted his wife, scooped Caroline and John Jr. into his arms and walked happily to a big, white convertible which Caroline, to the delight of the crowd, helped her father steer out of tile air port. Ex-Demo Boss Draws Arrest SALEM (UPI) - The former Polk County Democratic Central Committee chairman, Leslie Vernon Bahr, 41, Salem, was arrested Tuesday night on a charge of embezzling more than $15,000 from a Salem firm. Ruby is being held in Dallas for the slaying of Lee Harvey Oswald, alleged assassin of President Kennedy. Oswald was shot on Nov. 24. two days after Kennedy was slain. Ruby formerly lived in Chica go. The brother. Hvmcn Ruben stein, said 300 telegrams and 2,000 letters have been received from "friends and sympathizers from all over tlie country-" Some enclosed checks or cash, and others made pledges, Rubcnstein said. "There are a few crackpots," Rubenstein said, "but most aro very sympathetic with my brother Jack." Rubenstein said all money and pledges were being turned over to a certified public ac countant in Dallas. The Rubcnsteins' family law yer, (Michael Levine, said Wednesday that Ruby's t w o Dallas night clubs will be sold to raise funds for his defense. Levine would not say when the clubs would go on sale, or what the price would be. Levine emphasized the Clubs were not owned by Ruby, but other members of tlie Rubenstein family. Ruby only managed them. Ruby is scheduled to go on trial Feb. 3. (UPD-A 15-year-old schoolboy, angry be cause he was dressed down for causing a disturbance at a, school Christmas assembly Wednesday, shot and wounded two teachers with a shotgun. ' One of the teachers, Carlos Rojo, 35, a part-time instructor at tlie Woodlawn Junior High School, took a full charge of buckshot in the right arm and abdomen. Doctors said the stomach wound was slight but that Rojo may lose several fingers of his right hand. The other teacher, David Gar rett, 34, of Beaumont, Tex., was treated and released. The incident began at the school's morning Christmas as sembly w hen a teacher ordered tlie youth to go to the office of Principal Lyndell Griggs for creating a disturbance. The frightened woman called police as soon as the boy left. They took the youth to the sher iff's office at nearby Beaumont and later to tlie Beaumont ju venile home. Dist. Atty. W. C. Lindsey said tlie boy made a statement.
