I1 " " JAIL CONDEMNATION With the Modoc County Jail in Alturas condemned for use of juvenile prisoners last week, the county is faced with the possibility of eonstruc inq a new institution. At right, Sheriff Lynn Harris standi in the present juvenile ceil which has been used to house four boys or girls at one time but does not pass state specifications calling for individual cells for juveniles, it is also possible for jail trusties to observe and talk through the door of the ceil, a violation of state law. The Authorities For Housing ALTURAS - The Modoc County Jail was condemned for use of juvenile prisoners by the State of California Youth and Adult Corrections Agency last week, according to Sheriff Lynn Harris. Looming before the county is the building of a new jail. The condemnation of the jail for juvenile use is one of the culminating factors in a 1 o n g fight by the county to keep the jail in force and away from condemnation proceedings by the state. Hie jail was inspected by (he Youth Authority on June 5, 19t3, and according to the re port is lacking qualifications on five points. 1. Supervision is not provided for juveniles 2 hours daily. There is no girls' matron to check on the girls once each hour. Supervision is not supple mented by a sound system de signed to detect overt, aggres sive, or assaultive behavior and to summon aid in emergencies. Juveniles are not observed on an hourly basis from 8 a.m. to 4 p.m. because the radio dis patcher is located in a differ ent area of the courthouse. 2. There is no present re quirement for daily bathing of each minor prisoner. 3. The food is not certified by the local health officer. ' 4. Every juvenile shall be is sued a clean mattress, a fresh ly laundered mattress cover, and at least one freshly laun dered sheet (if two sheets are issued, the mattress cover may be deleted t in addition to ally lock more attractive with ornaments. 16. Today ;s the 21st calen dar day, and because lawmak ers will not reconvene until Monday, the session cannot ad journ short of its 22nd day. The longest special sessions now on record are the 20-day meetings recorded in 1833, 1833 and 1933. The regular session this year lasted 141 days, topping the 1937 record by 13 days. The two sessions in li)57 in cluded 147 calendar days. When the session reconvenes Monday, it will be the lMrd cal endar legislative day this year. The sheriff looks at the six individual ceils which have the only bathroom facilities and must remain open for use of the men in the dormitory. This prevents housing of the more dangerous criminals in private ceils. Tlie county lias made ar rangements to house juveniles in the Shasta County Juvenile Hall at Redding since condem nation of the jail, but this is a terrific expense and incon venience. Besides tlie cost of transporting the juvenile the 188 miles lo Redding and back, tiiere is a cost of S7 per day for housing. The worst aspect of not hav ing ihc proper facilities to house the juveniles, Harris pointed out, is that boys and girls who should be brought in for detention are sometimes overlooked as tiiere is no place to put them. In one instance a few weeks ago, a 14-year-oid run-away girl was picked up by a deputy sheriff. As there were no facil ities to accommodate the young runaway, the deputy phoned around town lo find a private home that would take the girl in. Along with the condemnation of the jail for juveniles, the county has a report coming soon from inspection by tlie state fire marshal. Tlie fire marshals in previous reports have spoken darkly of the con ditions al the jail, mentioning particularly tlie lack of ade quate entrances and exits and using the boiler froom for the trusty prisoners dining room. In Inspecting the archaic jail in tlie- basement of the county courthouse, the faults are evi dent. Exposed pipes run along the ceilings in all the cells making ideal spots for hang ing. One inmate did hang him self from the pipes three years ago. There is no laundry room for the men, and laundry is strung on lines down tlie corridore. The plaster on the walls, al though clean, is in disreputable patched condition and cleaning of the walls, ceilings, and floors is virtually impossible. Tiiere are no bathroom ac commodations in the main dor mitory cell. All such facilities are in the six private cells in Ihe block which must remain open for the use of the other prisoners. This prevents housing of more dangerous prisoners in individuals cells. The piaster on the wails is so decayed and old that pris oners have dug their way through the side of the walls In escape. Ventilation Is poor throughout tlie ceil blocks, and there are no sound devices at all for tlie deputies in tlie up stairs offices to tell what is go ing on down in the cell blocks. Modoc County supervisors state that they have been well aware of this problem for years. For the )ast two years, the county has been setting aside $30,000 a year as a build ing fund for a new jail. "Tlie only reason we haven't been condemned by tlie state so far is because tlie officials have realized that we are making 8n effort to create a fund for building a new jail," supervis or John Laxague said. Supervisor Brunei Christen sen. committee chairman for tlte new Modoc County Jail, re ported that the county has re cently made application for ac celerated works funds to assist in the building of a new plant. This money would be matched by Modoc County. "We have completed (lie ap plication asking for tlie match ing money, submitted plans and letters of need from the fire marshal and letters of need from the state youth authority and adult authority to the gov ernment agencies. Now we are waiting to hear on our request. We hate to put more burden on the taxpayers, but the prob lem is inescapable. Our best hope is tlie government aid," Christenscn said.
