Payroll Change Reflects Orderly Transfer Of Leadership In US HERALD AND NEWS, Klamath Falli, Oregon Friday. November !9, 1963 WASHINGTON' (UPI '-Effective I p.m. EST. Friday, Nov. 22, the name of John F. Ken nedy was removed from the government's payroll as Presi dent and replaced with that of Lyndon B. Johnson. Few of the events of the last week illustrate more effectively that "continuity without confu sion" m government urged by President Johnson than that simple bookkeeping notation by the General Accounting Office (GAO). The actual change on the GAO's books was not made un til Tuesday since the office was closed Monday, the official day of mourning for the slain Presi dent. But it was made retroac tive to that tragic hour when tlie President passed away. At that time, Johnson's sal- White House Opens For Tours Again WASHINGTON iLPH - The White House, still draped in mourning crepe, opens for pub lic tours again today at the re quest of Airs. Jacqueline Ken nedy. Visitors will see the famed East Room, the largest in the executive mansion, as it looked when the body of Mrs. Kenne dy's husband lay in repose tliere last weekend. President Kennedy was assassinated just one week ago in Dallas, Tex. The former First Lady in spected the East Room and the other public rooms of the White House before she flew to Hy annis Port, Mass.. Thursday to spend Thanksgiving with the Kennedy family. The simple catafalque which bore President Kennedy's body remains in place in the East Room, two crossed swords re placing the coffin. Four tall candlesticks flank the catafalque and the chandelieres and win dows of the room are shrouded in black. A small light shines from a single basket of flowers near the catafalque, and a replica of tlie late President's great seal is displayed. It sends a form each month to tlie Treasury showing how much the Chief Executive should be paid for that period. Checks are made out at tlie end of each month. There was no change in the salary of Speaker Jolm W. Mc Cormack, D-Mass., now next in line of presidential succession. He continues to receive the $35,000 salary paid to tlie pre siding officer of the House. However, Senate President Pro-Tempore Carl Hayden, D Ariz. who becomes third in line for the nation's highest office received a raise from his sen ator's pay of $22,500 to $35,000. These include presid ing over the Senate, processing communications and legislation, and handling other responsibili ties involved in tlie parliamen tary ritual. Hie law also provides that the widow of a President is en titled to a $10,000 Ule-time pen sion, but to receive it she must waive the right to any other government annuity for which she may be eligible. In the case of Mrs. Jacque line Kennedy, she also would be entitled to a pension as the widow of a man who served in both tlie House and the Senate. Lsc Formula A Treasury official said tlie amount is calculated by using a formula based on years of service and the salary during those years. He was unable to state spe cifically whether this would be more than the $10,000 presiden tial pension. He said this infor mation was considered confiden tial and usually was not re vealed by the government. Tliere was one interesting bookkeeping aspect of tlie tragic change that came about last Friday. Tlie GAO said tlie pay on tli.it day for both the late President and his successor would be pro-rated. A GAO official said that for such bookkeeping calculations, the President's salary and al lowance is figured on a daily basis which comes to about $411 per day. He said this means tliat tlie books were adjusted to credit the late President's salary ac count for about lt-24tlis of tlie daily salary on Friday or a lit tle more than half of tlie $411. Tlie balance went to tlie new President for services per formed the remainder of that fateful day when the nation's liiglrct office was suddenly thrust upon him.
