Seeing Europe from behind the wheel of a car has been made easier than ever for Americans. There are fewer restrictions and more good roads. European manufacturers offer various plans to make it easy for the American tourist to buy their automobiles. A few tourists have their cars shipped overseas. With international car rental or ganizations like Hertz, for exam ple, reservations and itineraries can be made far in advance at one of the company's specialized offices in major U.S. cities. Hertz also has offices in 70 foreign countries. Hertz offers free "Rent It Here . . . Leave It There" within ma jor European countries and it charges only $25 if the car is dropped off in another country. Rental Rates Vary Rental rales vary from country to country and season to season. During the summer in England, for instance, rates start at about $19 a week plus 5 cents a mile for a small car. In winter the weekly rate drops to $15.
