Firsi Telecasf To Span Pacific Slated Friday WASHINGTON (UPI) - The space agency Tuesday scheduled history's first television trans mission across the Pacific for Friday between Mojave, Calif., arid Japan. It will be the first of a scries of transpacific television ex periments to he conducted from Nov. 22 to Dec. 13. At the time of the first experiments Relay will be about half way across the Pacific at an altitude of 4.000 miles. It will be a one-way trans mission of taped greetings from U.S. to Japanese officials. The Mojave station does not have equipment or receiving satel lite communications. A second Japanese ground station, expected to be in oper ation next summer, will partici pate in experiments with a sec ond Relay to be launched in the first three months ol l'J64. By that lime Relay I is expected to be silent. Relay I was launched "Dec. 13, 12. It has handled hun dreds of transmissions between the United States and Europe. These have included television coverage of the recent rescue of trapicd German coal mi ners, the U.S. troop airlift to Europe, exchange of X-ray pic tures between U.S. and British medical men, and a television tour of the ouvrc in Paris and and the National Art Gallery here. Other nations in addition to the United States which have used Relay's facilities are Great Britain, France, Italy, Brazil, and West Germany. Oregon Cities Granted Loans WASHINGTON UPI) - Tie Community Facilities Adminis tration Monday announced planning loans for two Oregon cities. Grants Pass was given a $10, 100 loan to plan an irrgation system and Springfield was given a J6.800 loan to plan im provements in its water facilities. Government Role In Education Attacked PORTLAND (UPI i - Thomas G. Pullen Jr., state superintend ent of schools in Maryland, led an attack Monday on the feder al government's role in elemen tary and high school education. lie spoke at the annual meet ing of the Council of Chief State School Officers here. "Every American child should get a decent education and this is not being accomplished," Pul len said. He said state education de partments and the U.S. Office of Education arc farther apart in cooperative efforts and that politicians have too much con trol over the federal education branch. Pullen said that education fun damentally was the responsibil ity of local school districts and state departments of education. Owen B. Kiernan, commission er of education lor Massachu setts, said "federal assitance has not been accompanied by a clear-cut policy statement. ..too many U.S. agencies are engaged in passing out school funds and this has been detrimental to solid state education programs." Francis Keppel, U.S. commis sioner of education, spoke on vo cational education. "We need more research in this area and we must quit iso lating vocational education as opposed to academic education," he said. "Too many students are being trained for a world which is gone. Vocational and technical studies should become a part of the overall school programs for students," Keppel added.
