Page 5 A VATICAN CITY H'PI Ecu menical Council fathers en gaged today in an emotional de bate over whether bishops should be forced to resign when they become too old to govern their dioceses. Some fathers strongly urged a mandatory retirement age of 75. Others were vehemently op posed to any kind of pressure on an aging bishop to give up his diocese. Archbishop Michele Gonzi of Malta, who is 78, told the coun cil with great emotion that a compulsory retirement age would "put bishops in the same category with civil service offi cials." He said he was appalled at the idea of forcing a bishop to "break his bonds with his beloved diocese." Bishop Albert Conrad De Vito, 59, of Lucknow, India, also de plored compulsory retirement. He said that many bishops would be deprived of any means of financial support and would have to "live like Lazu rus, begging crumbs from the rich man's table." He said a bishop who is the father of his diocese "and aged parents have a right to live in their own home and to expect their chil dren to support tliem even if they are sick and feeble." But Archbishop Corrado Min go, 62, of Monreale, Italy, argu ing for compulsory retirement, said that the majority of pre lates arc unable to function ef ficiently alter 75. Asking them to resign voluntarily wlien they grow too old won't work, he said, because old age tends to lie a man to his office and to give him a feeling he is indis pensable. Bishop Antonio Anoveros of Cadiz, Spain, said that the good of tile souls committed to his care must take precedence over a bishop's individual needs and desires. He agreed that compul sory retirement would represent a "crisis" for an aging bishop, but he said that bishops cer tainly should have the spiritual strength to survive it. One problem which was men tioned by virtually every speak er in today's debate is that un der the present setup there is no definite system for provid ing for tlie financial needs of an elderly bishop who resigns his diocese. The proposed decree, which is before the council for debate, urges bishops to retire when age or feebleness impedes their capacity, and suggests that 75 is a suitable time for re tirement. It says bishops who resign voluntarily will be taken care of financially and will be given all the honors and privileges of the episcopacy. But it does not spell out exactly how this would be done. Francis Cardinal Spcllman of New York, reflecting conserva tive distaste for this doctrine of "collegiality," told tlie council that from what he has read in the newspapers it needs to be emphasized that the Pope still possesses "full and total power" in the Catholic Church and he does not need the help of bish ops or anyone else to exerci.'C it.
