Retarded Children Are Sensitive, Too NEW YORK (UPD-Retarded children are more like other children than unlike them. Like normal children, retarded chil dren are sensitive to the opinion of others. And. there is much the mentally retarded children can learn, if parents and teach, ers help him with what most normal children absorb or figure out by themselves. These are among the several points made in a publication which arrives only a few days after President Kennedy signed legislation authorizing a $.'C9 million program to deal with mental retardation through the construction ofcommunity health centers and through re search and treatment. The President's tisler, Rose mary, oldest daughter' of iMr. and Jlrs. Joseph P. Kennedy, is in an institution for the men tally retarded. "People used to he ashamed of a menially retarded child," the President's mother told one reporter recently. "That's not true today. People don't thkik a child should be shunted eway, and not mentioned." Mrs. Kennedy told of the family foundation that has given more than $16.5 million since 1946 to hospitals, institutions, day care centers and research projects in the field of mental health. , The author of the publication, "The Retarded Child Gets Ready for School," Is concerned par ticularly with education because She says it determines to great extent how successful the child will be in leading as nor mal a life as possible. The booklet is the work of Airs. Margaret Hill, education chairman of the Wyoming branch of the National Associa tion or Retarded Children and writer on the subjects of men tal health, child-rearing and education. The publisher is the Public Affairs Committee, a non-profit education organiza tion founded in 1935. Mrs. Hill explains there arc varying degrees of retardation and that sometimes it is neces sary to institutionalize a child who is so severely retarded that his physical care makes the family tense, irritable and overly-fatigued. The author shows through the contrasts in the story of twin buys, one of whom is retarded, one not, how a family can pre pare a retarded youngster for school. She remimled that a handicap ped child should not be iden tified by his exceptionality as "that deaf boy," "that retarded child," "the girl with the limp." "Retarded children are more like other children than unlike them," she said. "And general goals for educating the retarded should follow, in so far as prac tical, the same goals for educa tion of normal children... (m) self-sufficiency, economic use fulness, salisfying human rela tionships, civic responsibility." "Obviously." the added, "the degree to which each of these goals can be fulfilled varies ac cording to the nature and sever ity of the child's mental deficit." Kennedy was p i c lured as "very satisfied" with the outcome of what National Chairman John M. Bailey called "clear tests of party strength." Republicans contended that the GOP '.-.ctories in a number of local contests showed solid evidence of a grass roots re surgence that could pave their way to the White House next year. President Kennedy was espe cially pleased with the Demo cratic victories in mayoralty races in Philadelphia, San Francisco and Columbus, Ohio, and the Kentucky gubernatorial race, the White House said. The President, who stayed up lute listening to results, was not quoted on the Democratic win in the Mississippi gover nor's race, however. Both can didates there ran on an anti Kennedy platform. Q The White House took espe cial note of the Democratic vic lo'CI, however narrow, in Ken tucky where Kennedy was out polled by Richard Nixon in 19M). Bailey said the victories in Kentucky and Philadelphia were "repudiation of Republi can efforts to win votes by rac ist appeals . . ." Bailey said the Democrats won the important races "while there were the expected num ber of off-year turnovers in lo cal elections on local issues." The Republican National Committee said, however, that "we made dramatic inroads in areas known as Democratic strongholds and in many other contests a definite Republican trend is apparent." Judge Cited For Illegal Spotting Of Deer From Plane GOLDENDALK, Wash. (UPI) A superior Court judge has Ivaen charged in Justice Court here with illegally spotting deer (or hunters from an airplane, a misdemeanor. u The jurist, Itoss Rakow, 31, nl Klickitat and Skamania coun ties, was ordered by Justice of the Peace Jack O'Neil to ap pear in Justice Court here Mon thly. Judge Itakow posted 528.50 hail. The incident occurred Oct. 1,1 the second day of the current0 hunting season. Rakow said lfa hffli gone Hying with some friends, "just lor a ride." when they saw a deer below. They flew back to the airport and his friends went by automobile to where they had seen the deer, Rakow said. "I the?i flew out to see how thev were doing," he explained today. "WhOi I saw the deer going in the oppositedircctinn, I landed in a field and told them where the critter was." Itakow, who is in Seattle on an exchange gith King County Superior Court J u d g e James Milflm, said he was "amazed and chagrined" to find how ex tensive the Game Department regulation is regarding such matters. "What's worse, I was ignorant of the law," he added. "I was wrong. But like anybody else I can make a mistake and pay the same bill."
