President Contends 'America Is Moving' PHILADELPHIA (UPD -President Kennedy, who cam paigned three years ago on a pledge to get the country mov ing again, Wednesday night told a Democratic fund-raising dinner that "America is on the march." In a five-hour visit that net ted the Democratic party treas ury $450,000 and gave a boost to Mayor James H. J. Tate's chances of election to his first lull four-year term, Kennedy dwelt on the gains made in the 33 months of his administra tion. The president arrived at 4:56 p.m. EST, was whisked to a downtown hotel, attended a re ception for 200 Democrats who paid $250 each for the privilege, dined alone in his room, ad dressed 4,000 party faithful at a $100-a-plate dinner at Conven tion Hall, and was airborne for Washington at 10:04 p.m. The Chief Executive referred I only slightly to the racial issue which threatens to play a ma- ' jor role in next Tuesday's may- orally election here. Green, who was credited with persuading the President to lend his presence to shore up Tate's candidacy, rode beside Kennedy and the mayor in an open limousine down the 6.5 mile trip from the airport to the hotel in 49-degree weather. Tom Steed has just discovered that sex is more interesting to people than government. The Shawnee, Okla., Demo crat casually announced Wednesday that he had discov ered two call girls on the pay roll of a senator. He did not rdentify the senator, and said he would not do so, even If called before congressional in vestigators. "I'm not taking a moralistic position about it," he said. "I only mention it to point up the fact that secrecy in congression al matters operates to the bene fit of nobody but a few of the members. It certainly is not in the interest of the people." Steed, a newspaperman for 20 years before his election to Con gress in 1948, included the call girl report in his latest blast at the Senate for its insistence that House members give up the use of so-called "junk" or unaddressed mailings under their franking privilege. "People who live in glass houses shouldn't throw stones," Steed said. "If the senators want to reform things around here they ought to start with the Senate."
