BLM Reports Transfers Of Lakeview Personnel LAKEVIEW-Charles "Chick" Sullaway, administrative assist ant on the Lakeview distrtict of the Bureau of Land Manage ment, has transferred to the po sition of fire control officer on the district, with the change ef fective Oct. 14. He was on his former job for the past s i x vears. James L. Johnston has trans ferred here from Ashland to fill the vacancy, according to an an nouncement by George Lea. dis trict manager. Johnston is a veteran of the Army and A i r Force, from which he retired in October, 1959. He joined the BLM at Vale and after t w o years went to Ashland to take another year of college work. He has been active in Boy Scout work. The transfer of Malcolm "Bud" Shrode to the Vale dis trict of the Bureau of Land Management also has been an nounced by Lea. The move w as effective Oct. 18. Shrode has been a range man ager with the Lakeview district for the past five years and will be in charge of range manage ment on the central division of the Vale district at Jordan Val ley. A certificate of outstanding performance of duty was grant ed to him last year by the BLM. Vern Owens' Cascade Home Furnishings Both Sides Present Views Alturas At Hearing On Dismissal Of Teacher ALTURAS Hearings were closed Thursday afternoon, Oct. 17, by the Alluras Elementary School Board of Trustees on an appeal of teacher Max Hess con testing his dismissal at the close of the school year last spring. In refusing to renew Hess' contract, Principal Marshall Mc Cunniff had stated that it was on six points: 1. Inability and failure of the teacher to accept "suggestions" when these are consistent with the accepted education practice. 2. Inability to cooperate with teachers and principal. 3. Poor judgment in handling student disciplinary problems and lack of proper self control in dis ciplining of pupils and in the presence of pupils. 4. Lack of proper organization of time, classroom procedure, and teach ing materials. 5. Failure to ac cept and comply with the rules, policies, and proceedings and regulations of the s c h o o 1 dis trict. 6. Insubordination. Representing Hess at the three-day hearing before the Al turas board was attorney Paul Baker of Alturas. Baker pointed out that there is no record showing that any student of Hess' or parent of his students complained concerning his con duct or teaching ability to the administrator. Testifying in behalf of Hess were four parents of students in his sixth grade class last year. The parents stated their chil dren had made good progress in his crass, and they felt he was particularly cooperative with the parents and showed a special in terest in the students. Baker also showed that the progress of the students while in Hess' class had been regular with the grade level. The school administration, represented by District Attorney Robert Barclay, pointed out that before a contract is hot re newed, all the acts done by the teacher must be detrimental to the school district and the pu pils. He also said that Hess' or iginal contract had been on a temporary basis. Testimony by teachers and administrative officials of the Alturas Elementary School stated that Hess was not coop erative with the staff members and at times had used abusive language to members of the staff, causing concern and con fusion within the staff. McCunniff said Hess used poor disciplinary measures with the students ai)d at one time sent a student to stand in the rain without coat or hat. He also stated that Hess used a de merit system in his class which was recorded by a student and caused considerable controversy among the students concerning the accuracy of the records and the appropriateness of the pen alties invoked. One witness testified that dur ing a bail game between Altur as and tile South Fork School. Hess had become violently abu sive toward one or more of the adults from (lie South Fork team. He accused them of in fractions of "rules of sportsman ship" and called one person an "old coot" McCunniff stated that Hess lacked proper organization in the classroom and was often out of the classroom during class hours. Students took advantage of the laxity and often were wandering out of the classroom on errands for long periods of time. The board has stated they will make no decision on Hess' appeal until after they have read and studied the transcript of the proceedings.
