Kennedy spoke at the Univer sity of Maine in Orono where he was awarded an honorary doctor of laws degree. Then he made an aerial in spection of Passamaquoddy Bay, proposed site of a hydro electric project, before flying here. In his University of Maine speech the President said the United States must continue to explore every possible pathway to peace, but warned that the road ahead is "long and hard and full of traps and pitfalls." He added that is no reason "not to take every step we can safely take." Kennedy recalled the Cuban crisis came a year ago next week and criticized Republi cans who have accused him of backing town alter demanding the withdrawal of Russian mis siles. He said only the most "zeal ous partisan" could call the MM 1 Cuban matter a defeat for this country. "While it is loo late to say that nothing has changed in Soviet-American relations, it is (no early to assume that the change is permanent. "There are new rays of hope on the horizon but we still live in the shadow of war." The Chief Executive said there was nothing inconsistent about signing an atmospheric nuclear test ban, on the one hand, and testing underground on the other, nor about being willing to sell surplus wheat to the Soviets while refusing to sell strategic items. "Long live the king (Hassan of Morocco)!" they chanted to gether in Arabic. "Make stew out of (Algerian President Ah med) Ben Bella! Give us weap ons to defend the true frontier of Morocco!" The Moroccans staged a wild, 45-mimtte demonstration when a group of foreign correspondents arrived here cn route to the frontier near the village of Ich, raided Friday by the Algerian army. Bou-Arfa is 90 miles north west of Colomb Bcchar, Al geria. The village is inhabited by simple, weathcrbeaten people who herd the goats and camels through the unpaved streets. They ate edgy because their adobe houses and families are in tlie troubled frontier area. When we arrived, men, young and old, raced over the desert to stare at us Westerners, a sight seldom seen in the Moroccan desert. We were taken to an army garrison. The villagers gath ered across the street, quietly watching the photographers.
