IMS PACE- SA First Lady Returns Home WASHINGTON (UPII "Thcre's mommy!" the little boy cried, and he tugged at the restraining hand of the Presi dent of the United States. Two-year-old John F. Kenne dy Jr. could hardly contain himself Thursday night at Na tional Airport as he and the other members of his family welcomed his mother home from a three-week storybook cruise of the Mediterranean. The First Lady, sunburned and beaming, was presented a gift-wrapped clay bird's nest by her daughter Caroline, almost 6, as a welcome home present when she stepped from the small jet transport that had taken her from New York's Idlewild Airport. ' Caroline quietly held her fa ther's hand most of the time. But John Jr., who will be 3 next month, was more impatient and he shouted when he saw Mrs. Kennedy's plane touch down. Long-legged Caroline was first up the steps of the plane, however, followed rapidly by little brother. The President greeted his wife privately aboard the plane, then escorted the family toward a waiting limousine. As they sat down John Jr. jumped into his moth er's lap. White House officials de scribed Mrs. Kennedy's Medi terranean vacation as "a need ed change'of scenery." She still was recovering from the Cae sarean birth and death in Au gust of an infant son, Patrick Bouvicr Kennedy. The project, known as t h e Meadow Creek road, is being financed as part of the Acceler ated Public Works program and will provide needed access to national forest timber sale areas. The project may be reached by going east from Highway 97 approximately 15 miles on the Silver Lake County road, and southeast another 4'i miles on the Skellock Draw road No. 31049. Mark Hat field, were revealed today. Basic school support would be cut $10.8 million and capital construction for higher educa tion and community colleges would be slashed $11.2 million. Cuts in general fund agency operating funds would amount to $21.6 million. Enactment of a one-s h o t speedup ot withholding tax col lections would add $12 million to the biennium's receipts. Legislative approval is need ed for the basic school cuts, and the one-shot revenue speedup. The cuts and added income would total $55.6 million. Anti cipated fund reversions of from S2-to-$4 million would keep the state's general fund operations in tlie black. Largest slash in operating fluids $6.1 million, is in the Board of Higher Education's budget. State institutions were slashed $3.5 million. Welfare services were cut $2.9 million. The Department of Education was slaslied $1.5 million. The $3.2 million for salary in creases for state employes was eliminated, as was $1.5 million for higher education faculty pay hikes. The Finance and Administra tion Department ordered all agencies to put the cuts into effect immediately. Officials said they would be unable to determine how many state employes would be laid off until some time next week. Slashes in other departments ranged from $399 to more than $566,000.
