Common Market Offers To Settle 'Chicken War' RltUSSHLS ( UPI i The Com mon Market officially informed the United Stales Wednesday it is willing to settle their 15-monh-old "chicken war" by interna tional arbitration. But there was no immediate American acceptance of the offer. U.S. Ambassador to the Com mon Market John W. Tulhill was given the text of the Com mon Market offer which was formulated Tuesday by Execu tive Commissioner for Foreign Relations Jean Itey. Hey and Tuthill. at a midnight meeting, spent three hours discussing the note. Tulhill made no statement when he returned to the U.S. mission. Informed sources said he would continue discussions wilh flcy. This indicated some last-minute hitch may have occurred although hot li sides kept strict secrecy over what it might he. Common Market foreign min isters Tuesday approved a pro posal by Ihe executive com mission that a panel of experts at General Agreement on Trade and Tariff (Uatl) headquarters in Geneva arbitrate the issue. The ministers said the panel should fix the amount of Euro pean reparations to the United States to compensate for the money lost by U.S. poultry ex porters when the Common Mar ket increased its tariffs about 300 per cent. The United States says this amount is $45 million. The Common Market argues that the figure is only between $13 and $19 million. After the panel fixes the fig ure the United Stales and the community would meet to de cide how the reparations if any would be implemented. RKLAX TENSIONS MONTGOMERY, Ala. UPI Undersecretary of Slate W. Averell Harriman said Tuesday that future moves toward world peace may come in the area of relaxing tensions in Europe. "I believe the idea is worth exploring," said Harriman, who came here to address the Air War College at Maxwell Air Force Base. Harriman. who headed the U.S. team that negotiated the nuclear lest ban treaty, said "Khrushchev indicated to me he wants to wait and see what hap pens with the test ban treaty before the next move."
