Peking Seeks Support Of Splinter Communists LONDON (UPI) High Com munist sources said today that Communist China is lining up left-wing or splinter Communist groups for a Peking-controlled Communist International to rival Moscow's. Behind the strategy lies the Chinese belief that the minority status of the Peking camp will soon be changed to majority. The Chinese feel that time is on their side and that more and more Communists will swing over to their hard line in foreign poll cy. : The sources said Chinese Com munist agents are contacting open opponents of Soviet Premier Nikila S. Khrushchev s pcacctul coexistence and also those con sidered potential opponents. Moving Toward Split High Communist informants saw in these developments a move toward a two-camp Com munist international, although Moscow at present commands the undisputed backing of almost all of the world's parties. ' But Peking's apparent deter mination to rip into the Moscow- controlled Red alignment was causing Khrushchev "very serious anxiety," the sources said. In Europe the Communists are solidly behind Khrushchev, al though there are small splinter groups of Peking liners both in the satellites and in parties in West Europe. The latest issue of the Moscow journal complained about the widespread propagation by the Chinese party leaders of their own views "among parlv mem bers in various countries, above the head of the leadership these parties." Special Session Seen If Tax Bill Voted Dbvn SALEM (UPD-Dcfeat of the tax measure at next Tuesday s special election would result in immediate cutbacks in some state services, and in a special legislative session, state House sources believe. Predictions are that a special session could erupt into a bitter battle between the House and iSenate. Gov. Mark Hatfield still has not announced whether he would call a special session to grapple with the fiscal crisis. Secretary of State Howell Ap pling Jr. told United Press In ternational he expects to certify the election results "within about ten days" of the vote. Neither Senate President Ben Musa, D-The Dalles, nor House Speaker Clarence Barton, D - Co quille, would speculate as to what Hatfield might do. Rep. Stafford Hansell, R - Her miston, said it was "probable" Hatfield would call a special ses sion. Cutbacks Expected Quickly The general expectation here Is that temporary cutbacks of from 10 to IS per cent will be ordered for all general fund - supported agencies, probably on Wednesday, if the measure is defeated. It is over the, issue of alter nate new revenue sources that a Senate-House fight is expected to develop. Musa said enactment of new taxes would be "a kick in the teeth to taxpayers" if they voted own me revenue bill. Barton, however, feels some cutbacks and some new revenue sources would be needed. Those who believe a special ses sion would be called point out that only about $217 million of the $404 million general fund budget woud be subject to cutbacks by the governor. The attorney general has ruled Hatfield cannot cut the $141 mil lion basic school fund. Also be yond his reach are funds for the courts, debt reduction of the treas urer's and secretary of state's of fices, and the legislature itself. And there is a legal limit to cuts that may be made in some stats operations. Many state institu tions are protected by constitu tional "requirements that the state provide service. Complicating the issue is the fact that dedicated fund agencies, such as the Highway Department, will not be affected by the re sults of Tuesday's balloting. Salary Cuts Difficult These agencies still would have ample operating funds, and this would make it virtually impos sible to order across-the - board salary cuts for state employes. The Civil Service Commission is expected to rule that jobs may be eliminated, or "days off" may be . ordered, but that the basic pay scales cannot be cut. Some high state omcials say cuts will have to be selective some services possibly being elim inated altogether, while others will go virtually untouched. The major question here is not whether the tax measure will be defeated, but instead, by what margin will it be defeated. "Why do they keep asking him about Girls?" she said. "He looks like he is almost as old as you 8I"I like to think," I replied, "that women still find me attrac tive." "Don't make jokes," she said. "I'm serious. Every time I see him on television they're kidding him about girls. It doesn t make sense." Go For Sinatra "Why not," I said. "Many girls go for Sinatra in a big way." "You're putting me on.". "No I'm not. It's true. Ask your mother when she gets back. She goes for Sinatra." "I'm talking about girls," my daughter said. "I don't know a single girl in my class who thinks he's cool." , "Listen," I said. "I can re member when girls your age used to line up for blocks to get in a theater where Sinatra was sing ing. Every time they saw him they Would moan and tear their hair and scream 'Frankie!' " "That must have been before I was born." "Yes," I admitted, "I guess it was." "But why are they always ask ing him about girls now?" "Be quiet for a minute," I said. "I think I hear an air raid siren." SHORTAGE OF MEN LONDON UPI) Raymond Blackman, editor of Jane's Fight ing Ships, said Sunday that a shortage of 20,000 men in the Royal Navy has kept 129 warships out of full commission.
