And, he said, the annual yearly illegal betting traffic at that time would only "amount to a small fraction of the J250 million figure." Chief Johnson said if Kino's fig ure was accurate "you'd be stum bling over bookies in the smaller towns." Mark Hatfield said Wednesday he did not see how referral of the legislature's $M) million tax pack age back to the lawmakers would result in anything better. Hatfield, speaking to the Rotary Club here, said, "1 thought they aptly demonstrated in 141 days that they could not create a bet ter tax bill." The governor has not said if he will call a special session of the legislature if the tax bill loses. Hatfield said he was asking for a favorable vote on the tax meas ure Oct. 15 because of harm the reduction would cause slate serv ices and programs. He also said the state might be getting closer to a sales tax be cause more people who formerly opposed a sales tax have told him they now think it is lime for a new money source. Opponents of the legislature's tax bill feel government has grown too expensive, but that they show no clear-cut consensus on what should be done, the gov ernor said. Other tax front comments: Stale Sen. Thomas R. Mahoney, D-Pm'llancl. said he thought the tax bill would "go down by two to one. Slate Sen. Edward Fadeley, D Eugene, asked Hatfield to "detail where you agree and where you disagree with the legislative tax program." He lauded Hatfield's efforts to get a yes vote for the program, but criticized the gover nor for "political washing of hands" by allowing the measure to become law without signature. I BV LOUIS CA&SEU I VATICAN CITY lUPI '-Joseph Cardinal Ritter of St. Louis told the Ecumenical Council today that a revival of "preaching the word of God is the indispcnsa ble basis" of any other reform of the Roman Catholic Church. The American prelate, one of the council's liberal group, said that all of the reforms under consideration such as those the liturgy and organization of Ihe church depend on getting back to sound and dynamic preaching of God's word. He said unfortunately preaching today is often done in a "dosul tory manner," as if it were inci dental to the liturgy. Auguslin Cardinal Boa, head of the secretariat for Christian unity, followed Cardinal Kilter with a plea for more accurate study of biblical texts, which arc bcin cited by council speakers as well as in the document now under debate on the nature of the church. Bea, former head of the Pon tifical Biblical Institute and one of the world's most noted Cath olic biblical scholars, strongly im plied that some of his colleagues were misquoting or misunder standing the scripture. Giacomo Cardinal Lercaro, archbishop of Bologna and one of the four moderators of the coun cil, declared that the "separated brethren" of the Protestant and Orthodox communions are al ready "incorporated in the church of Christ" by virture of their baptism. Speaks On Baptism Emphasizing that he spoke in a personal capacity rather than as a moderator, Cardinal Lercaro voiced, the hope that the council will make it very clear in its def inition of the church that Chris tian baptism, even outside the Ho man Catholic Church, comers a "second birth" by which an in dividual is incorporated into the church in a true sense, even though circumstances such as heresy or schism may interfere. with his full enjoyment of all the spiritual benefits of the church. In all, 20 council fathers spoke at today's fourth plenary meet ing of the second session. The "De Ecclesia" document may become an authoritative source on such topics asthe pri macy of the Pope, the authority of the bishops and the relation of non-Catholics to the kingdom of God.
