Vacant Tongue Point Facility Includes 478 Buildings, Piers, Berthing Space ASTORIA IUP1) - President Kennedy Kriday will see an in stallation built in 1939 as a Navy air station which was converted into a reserve fleet base in 1946 and closed in I960 as surplus. Kennedy is scheduled to pay a 15 minute visit to the Tongue Point facility, which occupies 781 acres fronting the Columbia River just east of Astoria. Tongue Point has 478 buildings and S piers with 19,000 lineal feet of berthing space. It includes a dredged basin fronting the pier area. Many Buildings The buildings include two huge hangars, brick and concrete bar racks which has housed up to 1.000 men. administration and other service structures, and nous- inn for nearly 400 families in permanently-built structures. Oregon Tax Figures Rate Below Neighboring States SALEM IUP1I Oregon state and local lax payments in relation to personal incomes are less than in adjoining states, the State Tax Commission said today, "and would continue to be favorable" if the tax measure is upheld at the Oct. 15 special election. The commission cited the bu reau of the census' special study, state and local government re venue in 193-V and made compari sons with reports issued for 1961 and fiscal 13. "Oregon has relied on prop erty taxpayers for a larger share of the increase in state and local taxes than have other states. "Approval of the income tax bill will, at least temporarily, ease the pressure on the property tax. It was finished just after the out break of World War II. During the war, Tongue Point was an operating air station. When peace came it w as not need ed so in 1946 was converted into a base for reserve amphibious ships. s More than 200 vessels were berthed there for several years, and the' eight piers were built to accommodate the reserve fleet. 1.000 Men There Up to 1,000 uniformed men and 700 civilian workers manned the base in peacetime. In 1947 the Navy built 368 housing units on a hill south of Tongue Point for Navy families. But in I960, the station was in cluded in a list of 52 military es tablishments in the continental United Slates declared surplus. By the end of 1961, all ships and military personnel except a care taker detachment had been removed. The station, estimated to have cost the U.S. upwards of $20 mil lion, was turned over to General Services Administration for disposal. Tile city of Astoria offered re cently to buy it for $950,000 after efforts to interest several federal and state agencies had failed. When Sen. Wayne Morse, D-0re objected, the GSA rejected the city's offer, which was made with the intent to resell the property to a group of local businessmen. Warden Says Stiff er Penalties Might Curtail Escape Attempts SALEM lUPl) Stiffer penalties for prison escapees "might slow them down." Warden Clarence T. Gladden said today. So far this year. Gladden said, there have been 11 escapes from work details outside the penitenti ary walls. Oregon Correctional Institution Supt. P. J. Squier reported two have fled outside work details so far this year. Most penitentiary escapees get an 18-month sentence, records showed, and OCI escapees get from 12 to 18 months. Before 1961, the law made it mandatory for the courts to im pose a consecutive sentence for escape if the prisoner was a sec ond offender. This meant the ad ditional penalty had to be served in addition to the prisoner's regu lar term. In 1961 the legislature changed the law and gave the courts the option to give either a consecutive or concurrent sentence for escape. A prisoner who receives a con current sentence does not have his prison stay lengthened. Gladden (old United Press In ternational he felt the law should be returned to the pre-1961 statute which would require consecutive sentences. There have been 42 prison es capes since 1957, Gladden noted in 1958, 4 in 1959, 14 in I960, 3 in 1961, 5 in 1962, and 11 so far this year. None were from inside the walls. He said 27 fled the prison farm annex, 6 left t h e prison forest camp, 3 attempted escapes from inside the walls, there was 1 from the prison garage, 1 from the prison business office, and 4 men fled labor crews. No one has escaped from inside the fence at OCI since it was opened, but 12 have fled outside work assignments, Squier said. One escaped in 1959. 2 in 1960. 4 in 1961, 3 in 1962, and 2 so far this year. Gladden said none of the men assigned to outside details were convicted of violent crimes. Most, he said, were serving time for burglary, writing bad checks, or for auto theft. Of the 42 penitentiary escapees, one was killed in an auto wreck the day after he escaped, and fi were still at large. All the OCI escapees have been recaptured. Use of the Jacoby Transfer Bid (JTBi after an opening bid of two no-trump is most effective. Of course, you must bid at the three level. Three clubs is Stayman, three diamonds a heart transfer, and three hearts a spade transfer. The use of the transfer bid al lowed South to play four spades after he made the wise decision to go to four spades instead of passing three no-trump. Norths three heart response was a transfer bid. He followed up with a bid of three no-trump to inform his partner that lie held a hand Hint might pluy spades. It was just sis well that he did. Almost any line nl detense would beat three no-trump provid ed that West remembered to duck two spades but the only way to heat lour spades would he for the defenders to upset the table and steal a trick in the resulting confusion. Of course, this hand does not represent any great triumph for the transfer bid. If North were declarer he would make lour spades also. No convention is so good that It leads to a gain every time it comes up. The only thing about the transfer bid is that when you get to use it, you are far more likely to get a favorable result than il you are noi playing the convention.
