Wallace told Congress today that Presi dent Kennedy should be "retired from public life" and his civil rigiits program defeated. He said the legislation is totally unacceptable to the South and called for a national referendum on the proposals. If a referen dum was held, Wallace said the civil rights bill would be over whelmingly rejected. The fiery Southern Democrat, testifying before the Senate Com merce Committee, accused Ken nedy of making his White House office a "virtual switchboard" ol communication with the Rev. Martin Luther King and other Negro leaders who were involved in the Birmingham racial dem onstrations. Wallace joined Misssisippi Gov. Ross Barnett in accusing King of having "pro-Communist friends and associates." He urged the committee to investigate the matter, which he noted now had been raised by "at least two, governors. Barnett testified similarly before the committee r nday. Chairman Warren Magnuson, D-Wash told Wallace such an in vestigation was a task for other committees which have been ac tive in inquiries about Commu nist activity. Sen. E. L. Bartlett, D-Alaska. followed Wallace's Communist charges by saying there was evidence that Arkansas Gov. Or- ville Faubus once was a student leader at a school that was put on the attorney general's list of Communist- dominated organiza tions. What would vou say if t could prove that a Southern gov ernor was a student leader at a Communist school?" Bartlett asked. But he questioned if this meant Communists sunDorted racial segregation. Wallace replied, "Faubus is no Communist." Bartlett agreed, but he explained he only brought it up1 to see it the same logic applied in "the other direction." Bartlett said he had been given information that Faubus was a student leader in Commonwealth College, Mena, Ark., listed by the Justice Department as subversive The Alaska senator told report ers later that lie knew nothing more about the matter. The Stale Tax Commission to day removed higher values which its valuation division had ordered. The decision came after three days of fact finding hearings held last week. It announced further studies would be made to work out the forest land valuation problem be fore making future adjustments the land values in Western! Oregon. Tax commissioners said while they believed the higher land val ues which were originally ordered would have been sustained in court, enough doubt had been raised in the hearings to justify the additional study. Timber owners and forestry ex nerts had strongly disputed the proposed increased land values. In Linn County the commission (established forest land zones and values for the first time this year. Upon completion of the county's reappraisal program, they were sec at levels in line with the in creased values of the other four counties. The Linn County values will now be reduced to the levels ofiagainst the people. those in previously reappraised Sen. A. S. Hill, superintend- jent of Oregon Fairview Home, The suit against the estate had been brought by Pauline Eliza beth Jarrett, who charged Hill was negligent in giving a leave of absence (o a patient who as saultcd her. The court ruled that Multnomah County Circuit Judge Alan F. Davis didn t have jurisdiction to enter a judgment against Hill's estate. It noted that only the legisla ture can waive the state's immu nity and that an action against an agency of the state is actually! one against the state. The court said Hill could only have been held responsible as superintendent and not as an individual. The trial court should have dis missed the suit, the court ruled In other action today, the court reprimanded Eugene attorney Eu-j gene C. Venn for improper con duct. He was found to have commu nicated directly with an adverse party who was represented by counsel. Venn is a former Lane County district attorney.
