The department, the largest employer of Negroes in the coun try, wants its employes to look for better jobs being offered by other agencies, the spokesman said. Assistant Postmaster General Richard Murphy said the depart ment felt a postal clerk or a car rier had no special need of a col lege education. But, since 85 per cent of the postal employes are clerks v,r carriers, there is not! enough room to promote all the deserving workers, he said.
