Then the good player will re view the bidding and come to the conclusion that the lead must be a singleton. Frank H. Morris, mayor of Sal isbury, a citv of 25.0H0 in Mary land's racially troubled eastern shore, said he did not question the need for such a law in some communities. But he said it would have slowed rather than accelerated intergration at Salts- bury. Morris testified before the Sen ate Commerce Committee as it continued hearings on President Kennedy's proposal to bar dis crimination in public places such as restaurants and hotels. Morris said the bill lacked any inducement for a community to solve its own problems. 'There is no inducement for blacks and whites of a commu nity to start the talks that are the real hope of future solution, he said. "Instead, social barriers are removed with no medium fori easing the shock." The mayor said such places as Salisbury that are trying to solve racial problems on their own should be allowed to continue. "Even to a community such as our own," Morris said, "this bill could be dangerous in the hands of an agitator." He said racial progress of years' work could be destroyed by "one real demon stration." Morris suggested "safeguards" in the bill to promote the work of biracial committees such as the one operating in Salisbury. The public accommodations proposal is considered by most to be considered the key feature of President Kennedy's civil rights package.
